Company Description

IDEALFORCE has multiple CONTRACT positions available immediately for Business Analysts to join our customer in Phoenix Arizona. This is an ONSITE position. Please find below additional details about this job. Client is considering only LOCAL CANDIDATES for this role.  

This project encompasses building the system and operational support processes required by the Affordable Care Act. This includes creating a Health Insurance Exchange that will allow consumers to apply for public assistance benefits, such as, Medical Assistance, SNAP, and TANF; purchase private health insurance; receive tax credits or cost sharing reductions for health insurance. It will also include the ability for small business owners to purchase health plans for their employees.

The project includes representatives from two state agencies Department of Economic Security – DES and Arizona Health Care Cost Containment System – AHCCCS. The project is being led by the Governor's office and facilitated by a non-profit private software company called Social Interest Solutions – SIS.

For the Department of Economic Security, this project includes either replacement or significant enhancement to all of mainframe and web applications that support processes for public assistance today. It also includes opportunities for enhancing additional systems and improving service delivery for a variety of social service programs.

The applicant must have skills as outlined below Candidates will be required to bridge the communication between the client and the testers with requirement interpretation, documentation, process flow, QA, etc.   

Job Description

Ability to plan, execute, and maintain numerous technical tasks/objectives

Conduct meetings & calls with both technical and non-technical personnel in a professional constructive manner.

Take on additional special projects and tasks as directed by management.

Capable of working both independently and in team environments while maintaining high quality work product and personal accountability.

Familiar & comfortable working within an Agile Development SDLC 

Expertise in documentation, presentation, and requirements management tools required.

Able to develop and maintain effective working relationships with individuals with both technical and non-technical staff.

Excellent skills in critical thinking and analysis, meeting facilitation, verbal and written communications, and interpersonal interactions (e.g., collaborating, conflict management, mediation, etc.).

Excellent organizational skills and attention to detail.

Participate in a variety of planning and development activities (planning meetings, user interviews, etc.) to assist in creating short and long range plans for the testing team

Critical: Prepare a variety of materials in both written and electronic formats (functional reports, technical specifications, user manuals, memos, procedures, project documentation, flow charts, etc.) for the purpose of documenting activities, requirements, and providing written reference.

Expertise in MS Office tools: Outlook, Excel, Word, PowerPoint, SharePoint, Visio, and Project.

Qualifications

Effective oral and written communication; excellent organizational and interpersonal skills including prioritization of projects/tasks; analyze complex issues, interpret, evaluate and arrive at logical conclusions; monitor project tasks, develop, interpret, and implement specifications; review, analyze and resolve production/scheduling problems; establish and maintain effective, cooperative relationships with internal and external partners; interpreting and understanding program policies and procedures.

Preferred/Desired Candidate: Will have a minimum of one year of management analysis, business analysis, or information technology experience appropriate to the assignment; OR 120 semester hours applicable towards a Bachelor's Degree from an accredited college or university in information technology or closely related field. **This is a critical project and long term vacations will be denied. One –three day requests will be considered.
