Human Resource Management Services (HRMS), a division of the ND Office of Management and Budget (OMB), is seeking a strategic, consultative, and relationship-focused Human Resources Business Partner to join our team.
This role is designed for an HR professional who thrives at both the strategic and hands-on levels. Someone who can anticipate agency needs, build strong partnerships, and continue advancing a proactive, insight-driven HR partnership model across agencies.
What You'll Do
- Partner strategically with agency leaders to align HR strategy with business goals and move agencies toward proactive, consultative HR practices.
- Implement HR strategies and programs with HR Operations and Centers of Excellence to strengthen talent, culture, performance, and organizational effectiveness.
- Analyze workforce and organizational data to identify trends and provide leaders with clear, actionable insights.
- Coach leaders through change in areas including performance management, workforce planning, organizational design, and culture development.
- Build strong relationships across HR and agency teams to ensure seamless HR service delivery and outstanding support for team members.
What We're Looking For
- Broad HR expertise across multiple HR disciplines (talent management, engagement, compensation, employee relations, etc.).
- Strategic thinking paired with the ability to execute HR solutions effectively.
- Exceptional communication and relationship-building skills with the ability to influence leaders at all levels.
- Experience navigating complex employee relations matters with fairness and discretion.
- Ability to translate workforce data into meaningful insights.
- Strong organization, prioritization, and follow-through in managing multiple agency needs.
Minimum Qualifications
- Bachelor's degree and at least 5 years of HR experience, OR
- Master's degree and at least 3 years of HR experience
- Experience must include generalist work or two or more specialty areas (e.g., compensation, benefits, employee/labor relations, talent acquisition).
Preferred Qualifications
- Professional HR certification (PHR/SPHR or SHRM-CP/SCP).
- Experience in organizational development, employee relations, or public-sector HR.
- Demonstrated ability to consult with leaders and influence organizational change.
