The mission of the Division of Medi-Cal Fraud and Elder Abuse as the State's Medicaid Fraud Control Unit involves investigating and prosecuting, both criminally and civilly, (a) healthcare providers who defraud the Medi-Cal program and (b) those who abuse or neglect elderly and dependent adults in designated facilities.

Under the general direction of the Assistant Bureau Chief, the Information Technology Manager (ITM) I is responsible for managing two distinct units, Digital Forensic Investigations and Desktop Support, for the Division of Medi-Cal Fraud and Elder Abuse.

The ITM I has full management responsibility for directing the digital forensic investigations staff of technical specialists working as digital forensics investigators and examiners in various Department of Justice (DOJ) locations statewide. The technical specialists provide services including supporting the preservation of electronically stored information, digital forensics, big data, cloud, internet of things, and social media forensics. The incumbent independently plans, organizes, directs, and controls the activities of the program, including caseload, training, activities, and quality assurance. The ITM I participates in the planning, development, and implementation of Division and Departmental procedures and information security initiatives as it relates to investigative and examination protocols and standards.

The ITM I has full management responsibility directing desktop support staff of technical specialists and providing overall management of staff to design, develop, implement, and support complex office automation systems in support of the DMFEA statewide offices (Burbank, Bakersfield, Dublin, Fresno, Orange, Redding, Riverside, Sacramento, San Diego, and West Covina). Staff are located in Sacramento, West Covina, and San Diego. The primary responsibility is the day-to-day support of standard software on all endpoints. Other responsibilities include but are not limited to, user accounts, security patches, and upgrades. These staff also work closely with California Justice Information Services (CJIS) Division teams to develop, coordinate, test, deploy, and support enterprise solutions used by DOJ users.

The ITM I defines strategies for the support of the DMFEA staff's endpoint computing and the analysis, review, and implementation of new technologies in support of DMFEA staff.

This position requires regular statewide travel to fulfill the duties of the Information Technology Manager I.

Telework is available but is contingent on DMFEA's operational needs. Telework requires California residency.
