General Summary

Under the supervision of the Equalization Director, serves as an experienced appraiser and conducts studies of all classifications of real and personal property to determine its true cash value and to assist the Equalization Director in determining an equalization factor for each taxing unit in the County. Appraises all properties in an assigned area of the County.

Starting pay is dependent on an applicant's relevant experience.

Essential Functions
  • Appraises commercial, agricultural, industrial and some residential properties using State Tax Commission approved techniques and standards of value to determine the estimated property value.
  • Analyzes property sales by township to establish market value for all classes of real property. Works with local assessors to identify representative sales data.
  • Conducts field inspections of property and interviews sellers and purchasers to verify date of sale, sale price, substantiate accuracy of property descriptions, determine value of personal property and to obtain details such as condition of structures, property improvements and land use.
  • Assists in conducting the Economic Condition Factor studies used to adjust the State's pricing manual to current local market value.
  • Measures structures and parcels of land, draws up legal property descriptions, determines soil categories, field content and usages, prepares sketches of floor plans and building layouts, calculates acreage and the square and cubic footage of buildings, silos and grain bins and other structures.
  • Gathers and organizes data from deeds, tax rolls, parcel maps and descriptions for sales studies and appraisals.
  • Makes drawings of property descriptions on appraisal cards for appraisal studies and calculates acreage and road rights of way.
  • Prepare field cards and supporting information and assists with department appraisal records.
  • Assists local assessors with the more complex appraisals when requested and provides them with information on changes in assessment procedures and tax laws.
  • Assists taxpayers, real estate personnel and others with interpreting maps and property cards, explaining the assessment process and providing other information related to departmental activities.
  • Participates in the preparation of reports to compile and monitor assessment changes and special reports for the assessment rolls.
  • Serves as an appraiser of record and appears at hearings as an expert witness when required.

Other Functions:

  • May conduct personal property audits by examining personal property statement, verifying calculations, reviewing tax records and other documents and determining the estimated true cash value.

Minimum Qualifications

Must be a high school graduate, or equivalent with advanced coursework in assessment administration and property appraisal or closely related area.

Four years experience appraising all classes of real property.

Must possess a Level II certification from the State Assessors Board. Must have a valid Michigan Driver's License and a good driving record.

  • Walking over uneven terrain to conduct appraisals of property and structures.
  • Climbing stairs in order to conduct appraisals of structures.
  • Bending, stooping and kneeling to make measurements and appraisals.
  • Ability to enter and access information from a computer terminal.
  • Ability to travel throughout the County
  • Ability to lift and carry tax rolls, maps and other items weighing up to 50 lbs.
  • Ability to file and retrieve documents from departmental files.

Working Conditions :

  • Travels to various sites throughout the County to make appraisals and examinations.
  • Works outside in varying weather conditions.
  • Exposure to animals on properties being studied.
  • Exposure to noise, fumes and heat of factories and other properties being studied.
