The Assessor-Recorder-County Clerk Department (ARCC) assesses value of taxable property; records and maintains documents for property ownership, births, deaths, and marriages; performs civil ceremonies; and processes marriage licenses, fictitious business names and other legal documents. Our department provides a great opportunity to pursue work that balances interaction with the public alongside problem-solving and highly detailed regulatory work.

ABOUT THE POSITION

The Marin County Assessor's Office is seeking a motivated, detail-oriented professional to join our team as an Auditor-Appraiser I/II. This position plays a vital role in ensuring fair and equitable property taxation by performing audits and appraisals of business personal property in accordance with the California Revenue & Taxation Code and State Board of Equalization standards.

The ideal candidate is analytical, organized, and committed to public service. Auditor-Appraisers evaluate financial records, conduct field and desk audits, analyze business operations, and apply standardized valuation methodologies to determine accurate assessments for inclusion on the annual tax roll.

At the Auditor-Appraiser I level, we are looking for individuals eager to develop knowledge and skills in accounting, auditing, appraisal, and California property tax laws. At the II level, candidates are expected to perform more complex assignments with greater independence and judgment.

Flex recruitment:
There is currently one (1) full time, 2-Year fixed term vacancy in the ARCC Business/Personal Property Division. Candidates will be considered for the level(s) for which they meet minimum qualifications.

Fixed-Term:
This is a 2-Year fixed-term position. This position is budgeted for 2-Years. However, there may be opportunities for the hired individual during this time-period to move to a regular, ongoing position as other vacancies or promotional opportunities occur, or the position may be funded and convert to an ongoing position. Fixed-term employment ends when the position's funding finishes, or the work is completed. Employees in these positions are exempt from the County's policies regarding lay-off order and reduction-in-force rights.

ABOUT YOU

Our Highly Qualified Candidate:

Our ideal candidate has a strong understanding of generally accepted accounting principles and a working knowledge of the California Revenue & Taxation Code as it relates to the appraisal of property.

They will demonstrate the ability to interpret, uphold, and clearly explain complex rules, tax regulations, codes, and laws related to property valuation, appraisal, and tax assessment to a wide variety of audiences. We are seeking someone with technical proficiency in database systems and Microsoft Office 365 applications, in addition to experience in personal property appraisal.

The ideal candidate will approach assignments with enthusiasm and be able to express ideas clearly, concisely, and accurately in written correspondence and reports. They will have a proven track record of providing excellent customer service to both the public and colleagues. They will have developed strong professional working relationships that foster collaboration and success, while also demonstrating the ability to work independently and as part of a team.

Possession of a Certified Public Accountant (CPA) or Accountant's license in California is highly desirable.

QUALIFICATIONS

Knowledge of:

  • Principles and practices of the appraisal of business property and financial records related to local property tax assessment.
  • Materials, costs, workmanship, quality and other factors related to the costing of business equipment, fixtures, inventory, machinery, boats and aircraft.
  • Organization, function and procedures related to a California County Assessors' Office.
  • Applicable laws, regulations and court decisions.
  • Computer applications related to the work.
  • Business mathematics.
  • Standard office practices and procedures.
  • Basic accounting and auditing principles and practices.

Ability to:

  • Appraise a variety of businesses, including fixtures, equipment, machinery, inventory, boats and aircraft in an accurate and consistent manner.
  • Assemble, analyze, interpret and summarize financial statements and business cost records.
  • Interpret, apply and explain laws, regulations and policies related to the business property assessment function.
  • Use computer applications related to the work efficiently and accurately.
  • Prepare clear and accurate reports, correspondence and other written materials.
  • Organize own work, meet schedules and deadlines and work without direct supervision.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Maintain accurate records and files.

MINIMUM QUALIFICATIONS

Auditor-Appraiser I

  • Equivalent to graduation from an accredited four-year college or university with a major in accounting; OR
  • 18 semester units (or quarter equivalents) of accounting and/or auditing courses (Business law and economic classes may not contribute toward the 18 units); OR
  • 19 semester units (or quarter equivalents), 16 units of which must be accounting and/or auditing courses and 3 units may be either business law or economic classes.

Auditor-Appraiser II

In addition to the above, equivalent to one year of experience in auditing financial data and in appraising business and other property in an Assessor's office.

Certificates and Licenses:

Permanent appraiser certification issued by the California State Board of Equalization must be obtained within one year of appointment and certification must be maintained as a condition of continued employment.

Possession and maintenance of a valid California class C driver's license and a satisfactory driving history as obtained from the Department of Motor Vehicles.
