Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley.
Reporting to the Chief Financial Officer, the Financial Data Lead, will support the California High-Speed Rail (CAHSR) Program's enterprise financial data vision, ensuring that financial and programmatic data is consistently available, accurate, and accessible across all program areas. This role will define and drive the execution of a comprehensive financial data strategy that supports efficient operations, informed decision-making, and organizational transparency. The incumbent will lead efforts to bring clarity and structure to data flows and reporting processes, while overseeing the alignment of data governance, system modernization, and migration initiatives across all business functions. While technology is a critical enabler, this position emphasizes enterprise-wide data leadership, cross-functional coordination, and the promotion of a data-informed culture throughout the program.
• Support efforts to ensure data is consistently accurate, accessible, and available to across all areas of the CAHSR Program
• Identify data gaps and inefficiencies, streamline data flows, and ensure alignment with program objectives.
• Assist in the development and implementation of data governance frameworks, including standards, policies, and procedures that support consistent practices.
• Collaborate with internal teams, consultants, and stakeholders to understand and meet data needs efficiently and effectively.
• Promote consistency and quality in how data is collected, stored, managed, and reported throughout the program.
• Coordinate with IT and technical teams to support tool integration where appropriate and contribute to planning around system improvements and transitions.
• Monitor data usage to ensure compliance with both internal standards and external regulatory requirements.
• Provide timely reports and dashboards that offer clear insights, support performance monitoring, and assist in decision-making processes.
• Support organizational understanding of data tools and practices by contributing to training, communication, and documentation efforts.
• Help assess and implement scalable tools that enhance reporting, analysis, and access to data.
• Align data systems and processes with business operations to increase efficiency, eliminate redundancy, and support clear, consistent communication.
• Contribute to maintaining strong data quality and integrity in support of oversight, reporting accuracy, and program accountability.
Basic Job Requirements
• Accredited four (4) year degree in Data Management, Information Systems, Business Administration or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed
Preferred Qualifications
• Master's degree in a related discipline
• Experience supporting major infrastructure or public sector programs, ideally within California
• Familiarity with program delivery environments and data lifecycle requirements
• Relevant certifications (e.g., CDMP, PMP, ITIL)
• Proficiency in tools such as Power BI, Excel, and SQL (basic to intermediate level)
Other Job Requirements
• Experience managing data within large-scale programs, preferably in infrastructure or transportation
• Strong knowledge of data governance and data quality principles
• Proven ability to work cross-functionally with technical and non-technical teams
• Excellent organizational, analytical, problem-solving, and communication skills
