Position Summary

Under the supervision of the Rehabilitation Supervisor and Director of Services, the Program Manager serves as the primary coordinator of client care and daily site operations. This position oversees staff, manages residential sites, coordinates Individual Treatment Plans (ITPs), teaches independent living skills, and ensures a safe and supportive environment for individuals with mental health needs.

The Program Manager plays a vital leadership role in client advocacy, staff supervision, crisis response, and community coordination.

Key Responsibilities

Client Care & Support

  • Coordinate and implement Individual Treatment Plans (ITPs)
     
  • Teach community living and independent living skills
     
  • Transport clients and assist with community resource access
     
  • Serve as a liaison between clients, families, agencies, and community partners
     
  • Provide problem-solving, counseling, and group therapeutic services as needed
     
  • Monitor medication usage, side effects, and compliance
     
  • Observe and record self-medication administration
     
  • Complete Medication Observation Records and Medication Error Reports
     

Financial & Administrative Duties

  • Perform representative payee duties and teach budgeting/banking skills
     
  • Maintain accurate, organized, and complete client files
     
  • Complete quality service notes and meet documentation requirements
     
  • Meet productivity standards and deadlines
     

Site Management & Safety

  • Oversee group home/apartment operations
     
  • Ensure health, safety, cleanliness, and infection control
     
  • Report safety hazards and maintain site compliance
     
  • Use emergency systems (911, on-call services) appropriately
     
  • Follow emergency preparedness procedures and safety protocols
     

Staff Supervision

  • Supervise and support site staff
     
  • Train new employees and ensure orientation completion
     
  • Delegate tasks and follow up on performance
     
  • Assist staff with behavior management strategies
     

Compliance & Ethics

  • Follow HIPAA, Mental Health Code, Confidentiality Act, and Rule 50
     
  • Adhere to agency policies and professional ethics
     
  • Perform additional duties as assigned

Requirements

Qualifications

? Bachelor's Degree OR
? Five (5) years of experience in mental health or related field
? Meets Medicaid Rule 140 – Mental Health Professional qualifications
? Knowledge of behavioral science
? Strong leadership, organization, and communication skills
? Valid Illinois Driver's License in good standing
? Personal vehicle, insurance, and ability to transport clients
? Ability to problem-solve, manage time, and exercise sound judgment

Physical Requirements

Must be able to:

  • Lift up to 30 lbs
     
  • Stand, bend, climb, and move for extended periods
     
  • Push/pull up to 50 lbs
     
  • Drive agency or personal vehicles as needed

Work Schedule & Environment
  • Full-time, typically 8:00 AM – 5:00 PM, with one-hour lunch
     
  • Moderately noisy environment
     
  • Some risk involved with direct client care
     
  • Staff may not engage in personal activities while on duty that interfere with client safety
