Primary Purpose

Under limited supervision; plans, manages, directs, and evaluates the Women, Infants, and Children (WIC) program administered by the City.

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Regular and consistent attendance for the assigned work schedule is essential.

Essential Job Functions

OPERATIONS

  • Planning and coordinating all WIC activities and staff to ensure goals are met and the agency operates within program guidelines and rules. Develops a program plan and evaluation method in coordination with the local WIC Nutrition Coordinator.

  • Responds to requests by the SA for information within requested time frames including, but not limited to, the Local Agency Plan (LAP), self-monitoring and corrective action plan to assure program compliance.

  • Ensures all WIC services are consistently delivered respectfully, courteously, and in an adequate time frame to allow participants to receive appropriate program benefits.

  • Conduct ongoing caseload management, facilitate and document community outreach activities.

  • Monitors the effects of clinic operations and workflow by reviewing and evaluating the following: a) Schedule master WIC calendar, plan clinic efficiency, and assign staff schedules, b) Staff training and proper use of State database, c) WIC program management reports, d) Participant chart audits, e) Investigating and resolving participant complaints and f) Participant satisfaction surveys.

  • Track, secure, order and maintain adequate food instrument inventory for WIC clinics. Assign and separate staff duties related to the accountability and control of food instruments.

STAFFING

  • Ensures appropriate staffing levels for daily clinics. Assign security roles and provide training for staff to perform necessary functions. Reviews all new and revised policies annually and provides training to WIC LA staff. Ensures the LA has provided a nutritionist backup plan in the Local Agency Plan (LAP).

  • Ensure appropriate LA policies and procedures are established and enforced in compliance with federal and state policies and procedures. Train staff, contractors and volunteers on policies.

  • Acts as liaison between LA and state agency (SA) staff, and with local contracted retailers or appoints a staff member to act as the retailer coordinator. Ensures coordination of services and referrals between LA programs and other agencies.

  • Participates in hiring and promotional processes per City/HR policy/processes.

  • Complete employee performance evaluations and address performance concerns in compliance with the City's policies and (ex. Training, 90 day monitored Performance Improvement Plan (PIP) provide documentation to Department Director and Human Resources.)

COMPLIANCE

  • Monitor fiscal accountability and timely submission of accurate reimbursement requests.

  • Works with Human Resources (HR) to develop or update written grievance or complaint policy to address non-civil rights issues. Comply with laws and notify HR of all participant complaints.

  • Per State requirements, serve as the National Voter Registration Act (NVRA) liaison.

  • Comply with completing USDA studies and evaluations with accuracy and on time.

  • Develops and manages the division's annual budget along with Health Department Director.

OTHER DUTIES

  • Comply with WIC training and continuing education requirements.
  • Provides technical and overflow support to WIC operations as needed.
  • Maintain updated referral list of health and social services organizations in Jasper-Newton county and communities where our clients reside.
  • Attends and participates effectively at departmental staff meetings
  • Maintains confidentiality of client information and records as required by HIPAA, City and WIC policies.
  • Performs other duties as

Knowledge of: General office management principles and practices including budgeting, policy/ procedure development, coordinating staffing and clinical schedules, employee training and supervision; nutritional needs and deficiencies of women, infants, and children including those of pregnant women and nursing mothers; procedures and techniques for developing and implementing lesson plans for adult education programs; theory and principles of nutrition and diet; WIC program guidelines, policies, and procedures including certification/ recertification and eligibility; health and social service organizations available to assist clients in Joplin and the surrounding area; State and Federal WIC recordkeeping and reporting requirements.

Skill in: Establishing and maintaining effective working relationships with community organizations, City, State, and Federal officials, WIC program clients, and the public; organizing, coordinating, and evaluating work of subordinate staff; developing and implementing adult educational programs, seminars, and workshops; understanding and interpreting complex rules, regulations, policies, procedures and guidelines; maintaining records and preparing reports; Microsoft Office Suite.

Education: Graduation from an accredited college or university with a Bachelor's degree in Health Care Administration, Nutrition or Dietetics, Public Health, Family and Consumer Science, Business Administration or related discipline.

Experience: Two years of related experience in one or more of the following areas, at least one year is in a supervisory capacity: professional or technical experience in public health, counseling, community organization, research and data collection, public, business or health care administration, interviewing, or closely related fields. Experience in WIC programs is preferred .

Licenses and Certifications: Possess and maintain a valid state issued driver's license. Registered Dietitian (RD), Licensed Dietitian (LD) in the state of Missouri (registration or current eligibility for registration by the Commission on Dietetic Registration (CDR) is preferred .

PHYSICAL WORKING CONDITIONS

This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person, in a classroom setting and over the telephone.

Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds.

Employees work in an office environment with moderate to high noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset members of the public or their representatives while enforcing departmental policies and procedures.

Requires successful post-offer completion of a background investigation, physical exam, and drug test as a condition of employment with the City of Joplin.
