As HAAM programs grow in scope and complexity, the Senior Program Manager will provide organizational-level program leadership of our Membership work that includes Open Enrollment, and new and future member engagement. This role bridges daily program implementation with forward-looking strategy and continuous improvement.

POSITION SUMMARY

The Senior Program Manager plays a key leadership role within HAAM's Member Services Department, bridging program operations and organizational strategy. This position is responsible for the management and advancement of designated programs and initiatives that expand HAAM's impact on the health and wellness of Austin's low-income, professional musicians.

The Senior Program Manager will oversee program manager, coordinators, and associates, ensuring consistent delivery of high-quality services, efficient operations, and alignment with HAAM's strategic vision. This position will lead program design, implementation, evaluation, and continuous improvement processes; manage complex care navigation pathways; strengthen cross-department collaboration; and develop data-driven reporting systems that demonstrate measurable outcomes and impact.

This role reports to the Senior Director of Programs and works closely with internal and external partners to ensure the effective execution of HAAM's strategic priorities and service delivery goals.

CORE RESPONSIBILITIES
  • Provide leadership, supervision, and mentorship to Program Managers, Coordinators and associates, fostering a culture of collaboration, accountability, and professional growth.
  • Lead program design and implementation, ensuring consistency, quality, and alignment with HAAM's mission and strategic plan.
  • Collaborate with the Senior Director of Programs to develop short-, mid-, and long-range strategies for program expansion and service innovation.
  • Oversee budget development and financial management for assigned program areas, ensuring fiscal accountability and accurate forecasting.
  • Lead data collection, reporting, and analysis to assess program performance, identify trends, and drive continuous improvement.
  • Strengthen cross-departmental communication and collaboration, ensuring programs are integrated with HAAM's outreach, development, and evaluation efforts.
  • Build and maintain relationships with community partners and providers, identifying opportunities for partnership and resource alignment.
  • Develop and track metrics and outcome measures to evaluate program impact and effectiveness.
  • Serve as a key liaison between leadership and program-level staff, helping translate strategic goals into operational execution.
  • Represent HAAM at community events, partner meetings, and coalition gatherings as needed.
  • Handle other duties as assigned.
EXPERIENCE / SKILL REQUIREMENTS
  • Strong personal alignment with, and commitment to, HAAM's mission.
  • Minimum 7–10 years of experience in healthcare, behavioral health, social services, or membership-based organizations.
  • At least 3 years of experience managing programs and supervising staff, preferably in a nonprofit or healthcare setting.
  • Experience in programmatic planning, implementation, and evaluation.
  • Demonstrated success in project management, budget oversight, and outcomes reporting.
  • Proven ability to build and sustain community and provider partnerships.
  • Excellent verbal and written communication skills.
  • Strong critical thinking and problem-solving abilities.
  • Skilled in balancing strategic priorities with operational execution.
  • Proficiency in Microsoft Office Suite, Google Suite, and database management tools; REDCap experience preferred.
  • Self-motivated and adaptable with a collaborative, can-do spirit.
  • Ability to manage multiple complex projects in a fast-paced, high-impact environment.

Preferred qualifications:

  • Master's degree in Public Health, Social Work, Counseling, Healthcare Administration, or related field.
  • Familiarity with the local healthcare ecosystem, particularly in Austin/Travis County.

  • Ability to drive personal or agency vehicle for agency business and maintain vehicle liability insurance.
