INNOVIM is seeking a Talent Acquisition & Human Capital Management Analyst to assist with NOAA's Office of Satellite and Product Operations (OSPO) Systems Architecture and Engineering tasks and programs.

Overview
INNOVIM seeks a Talent Acquisition & Human Capital Management Analyst to support human resources (HR) operations, strategic workforce planning, recruitment process improvement, and HR analytics for NOAA's Office of Satellite and Product Operations (OSPO). The successful candidate will be proactive, organized, detail-oriented, and dependable, with strong data and process management skills, and experience in NOAA or a similar federal agency.
Key Responsibilities
- Coordinate onboarding and offboarding activities, including preparation of forms, verification of documentation, and communication with key stakeholders.
- Maintain accurate HR records by entering and updating data in NOAA HR systems (e.g., HRConnect, Smartsheet, Excel) and performing routine data audits for quality assurance.
- Track and report HR metrics using dashboards and spreadsheets; prepare regular status reports (e.g., onboarding progress, vacancy updates, staffing rosters) for leadership review.
- Partner with OSPO leadership and hiring managers to develop job descriptions, assess staffing needs, and optimize requisition strategies.
- Identify process inefficiencies and recommend improvements or automation to streamline recruitment and onboarding workflows.
- Support the development and implementation of HR policies, procedures, and standard operating procedures (SOPs) to ensure consistent HR operations.
- Collaborate with NOAA HR, program leads, and hiring officials to support daily HR workflow needs, monitor task timelines, and ensure smooth handoffs.
- Maintain professional interactions with internal stakeholders, handling HR communications and administrative requests in coordination with OSPO divisions.
- Provide consultation and training to hiring officials on recruitment best practices and federal hiring processes.
- Analyze HR data and present insights to OSPO leadership to support data-driven decision-making in workforce management.
Required Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- 5+ years of experience preparing HR personnel actions (awards, onboarding/offboarding, staffing, recruitment, retirements, classification, workforce development).
- Proficiency in HR systems and tools, including HRConnect, Smartsheet, MS Office (Excel with PivotTables and VLOOKUP), and Google Workspace.
- Strong understanding of federal HR practices, compliance regulations, and hiring processes.
- Excellent interpersonal and communication skills, with the ability to effectively manage stakeholder relationships.
- Proven ability to execute process improvements and deliver results in complex, fast-paced environments.
Desired Qualifications
- Experience working with NOAA or similar federal agencies (e.g., NASA, USAID).
- Demonstrated experience creating and maintaining HR data dashboards, reports, and visualizations.
- Experience conducting HR data audits and analyses to ensure accuracy, compliance, and transparency.
