Classification Summary
To perform responsible unskilled and semi-skilled work in the installation, replacement, repair and preventive maintenance of water and sewer lines and appurtenances.
Features of Class
An employee in this class performs a variety of unskilled, semi-skilled, and skilled labor tasks in the construction, maintenance, and repair of water and sewer lines and appurtenances. Work involves operating a variety of tools and light, medium, and heavy equipment to build, repair and replace sections of water and sewer lines. Employees are subject to working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. Employees are also subject to working in water or sewer pipes and manholes. Work around raw sewage is also subject to the final standards of OSHA on blood borne pathogens. Employees are also subject to callback work. Work is performed under regular supervision and is evaluated through observation and inspection for adherence to instructions and standard trade and safety standards.
Major Duties
· Lays water and sewer pipelines; repairs and replaces sewer and/or water lines and related facilities.
· Uses hand tools i.e. shovels to finish grading trenches for construction of water and sewer lines; fits pipe; and uses variety of hand tools; may operate the backhoe occasionally.
· Operates varied equipment i.e. Sewer-Jet/Vac truck, backhoe, tractor, pipe threading machines, tapping, various gas pumps and saws machines, trenchers, air compressors, and boring machines, etc.
· Uses varied hand tools i.e. hammers, saws, wrenches, pliers, grips trowels, etc.
· Makes water and sewer taps; installs fire hydrants; installs and replaces water meters.
· Repairs leaks and broken water and sewer lines.
· Maintains and repairs manholes; repairs and replaces concrete or block openings.
. Operates sewer machine to unstop sewer lines with pressurized hoses; also uses rakes and shovels.
· Assists with determining source of leaks and repairing leaking lines; performs maintenance and repairs on valves.
· Participates in hydrant and valve exercising and maintenance programs; locates existing lines and valves and mark for contractors; assists with pressure testing of lines and calculating proper chlorination.
· Read meters using combination of radio reads and manual reads with recording; may drive truck or monitor radio reads as drive by homes and businesses.
· May take callback on rotation; assess emergency situation and makes repairs within levels of training and experience and/or calls for assistance to handle higher level repair and/or for larger main water or wastewater breaks or overflows requiring additional assistance.
· Assists with patching streets and Town facilities as assigned; may operate jackhammers and tampers.
· Mow grass, bush-hog with tractor and weed eat
· Performs related tasks as required.
Knowledges, Skills, and Abilities
· Working knowledge of the operating characteristics and maintenance requirement of water distribution and wastewater collection systems.
· Working knowledge of applicable state laws, and local ordinances and permitting requirements.
· Working knowledge of the hazards in the work and related safety precautions and standards of the work.
· Working knowledge of the use of common tools, materials and equipment used in utility construction and maintenance work.
· Working knowledge of a variety of maintenance and manual methods and tasks involved in the installation, maintenance, repair and replacement of utility lines and appurtenances.
· Working knowledge of the safe use and operation and preventive maintenance of common automotive and mechanical equipment.
· Some knowledge of the municipal water and sewer services policies practices and procedures.
· Some knowledge of traffic laws, ordinances and regulations pertaining to operations of motorized equipment.
· Some knowledge of the safe use and operation and preventive maintenance of common automotive and mechanical equipment and ability to operate safely.
· Ability to exert heavy physical effort.
· Ability to understand oral instructions and to read line maps and operation and service manuals.
· Ability to establish and maintain effective working relationships with citizens, supervisors, and other employees.
Minimum Education and Experience
Graduation from high school supplemented with coursework relating to required certifications and some related experience, or an equivalent combination of education and experience.
Special Requirements
· Possession of or willingness and ability to obtain North Carolina Water Collection Grade C Certificate or Grade I Wastewater Collection Certificate within timeframes set by the Town.
· Possession of, or willing and able to obtain,appropriate valid commercial driver's license.
Work Environment
This position is frequently exposed to hot, cold, wet and/or humid conditions, moving mechanical parts in and outside. The employee is occasionally exposed to high, precarious places; fumes or airborne particles; chemicals; risk of electrical shock; risk of radiation and vibration. The noise level in the work environment is usually moderate.
Pay: $32, $48,172.00 per year
