Description Of Work
This is one of 7 consultant positions under the direction of the FFPSA Implementation Manager to collectively drive North Carolina' s implementation of the Family First Prevention Services Act (FFPSA), one of the most sweeping and complex pieces of federal child welfare reform legislation in decades. They will also be accountable for ensuring that the overall implementation effort is timely, fiscally sound, and aligned with the Department' s strategy vision for the child welfare program, as well as for ensuring that both internal and external stakeholders are actively engaged throughout the process.

The Regional Prevention Consultant position will be regionally deployed and work directly with the county departments of social services in building a regional service network and referral processing for the implementation of comprehensive prevention system.

Job Responsibilities Include The Following
Ensuring that county DSS offices, courts, private agencies, and other key external stakeholders are engaged through the design and implementation of a comprehensive prevention system.

Monitoring, training, and providing or arranging technical assistance to the county child welfare program in the implementation and sustainability of a prevention system.

Responsible for providing technical assistance to the county department of social service staff in improving their program and directing the CQI process, on and off-site consultation, coaching, review of records, review of data related to performance measures and other metrics and building professional relationships to improve outcomes for children and families while remaining in compliance with federal regulations, North Carolina General Statutes, and Administrative Rules and policies.

Develop county specific referral processes to regional networks of community agencies that provide essential services for families and children that are served in the child welfare system.

Knowledge Skills And Abilities/Management Preferences
Salary Range: $53,164 - $93,038

Recruitment Range: $53,164 - $70,092

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Knowledge of and experience in North Carolina child welfare program statutes, rules, policies, and best practices to provide guidance, consultation, and technical assistance to county child welfare staffs.
  • Knowledge and experience developing and implementing human service programs Demonstrated management and leadership skills
  • Knowledge of and experience in change management and implementation theory in providing intensive technical assistance to create continuous quality improvement processes within county child welfare programs.
  • Experience in building partnerships and relationships with state, local, university, and private sector stakeholders to develop and sustain systemic improvements in the child welfare system.
  • Experience in planning and facilitating group learning events for professionals

This position is 100% federally funded.
