Description
San Mateo County Health is seeking a well-qualified individual for the position of Revenue Cycle-Registration-Scheduling Electronic Health Record Manager, to manage and lead a team of Health Information Technology (HIT) Analysts, while serving as the central contact person for Epic Revenue Cycle/Registration/Scheduling/HIM Application modules/teams. HIT Managers lead teams that maintain applications in a mixed platform environment; manage, mentor and coach staff; prepare and provide regular status reports; identify and arrange for training; reassign or reschedule work to meet the dynamic nature of a complex healthcare organization. The Manager is also responsible for engaging key clinical and non-clinical stakeholders to align HIT resources in support of the organization's goals and objectives, strategy, and policy development; works closely with the other HIT leaders and operational teams to identify changes required in current workflow, system design, build, long-term support, and optimization (full life cycle application management). The manager will also translate these needs into functional solutions within the teams that they manage and support these efforts through tracking of metrics/outcomes. This will include technology review/planning, regulatory requirements, policy development, change management, which enable us to support the care and services rendered for our community, aligning with our mission to "help everyone who lives, works, plays, and studies in San Mateo County live longer, better lives!"
The current vacancy is a regular position in the Health IT (HIT) Division located in San Mateo, CA, but will drive/travel throughout the County to perform the duties of the job. Occasionally will be required to work on weekends, holidays, evenings, other shifts, and be on-call.
The manager will be a primary liaison/contact with our County Information Services Department (ISD), Epic vendor and all other external IT vendors that support our Epic Revenue Cycle, Registration, Scheduling, and HIM Epic modules.
Certification is required in one of the following Epic modules:
- Cadence
- Prelude
- Resolute Professional Billing or Resolute Hospital Billing
- Resolute Professional Billing or Hospital Billing Claims
Primary duties of this position include, but not limited to, the following
Strategy & Planning
- Develop and implement goals and objectives for assigned Service Line or Program area.
- Work with stakeholders to define business and systems requirements for new information technologies, particularly for the Revenue Cycle, Registration/Scheduling/HIM Service Line.
- Assist in the development, implementation and evaluation of goals, objectives, policies, and procedures related to the Health IT program and to the services that support customer organizations.
- Interpret business requirements into technical solutions; meet with diverse business stakeholders including executive leaders to understand the needs, gaps and to assist with prioritization of Information and technology initiatives.
- Collaborate with HIT Leadership with the development of Epic and non-Epic HIT Strategic Roadmap.
- Ensure compliance with policies and standards and implement corrective actions to assure high quality and measurable performance.
- Anticipate and respond to technology lifecycle needs in a complex healthcare environment with various disparate systems.
- Monitor budget and performance for assigned program area(s).

Acquisition & Deployment
- Research and prepare comprehensive technical analyses, studies, and reports.
- Interpret business requirements into technical solutions; meet with diverse business stakeholders including executive leaders to understand the needs, gaps and to assist with prioritization of Information and technology initiatives.
- Coordinate operations with other divisions, County departments and other agencies to promote maximum creativity and efficiency.
- Develop requests for proposals (RFP) as needed in alignment with San Mateo County policies.
Operational Management
- Practice asset management for hardware, software, and equipment.
- Manage operations staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
- Lead, manage, coach and support analysts on the team to meet or exceed timelines with our Epic Implementation phases and tasks: e.g., build, testing, updates, integration and maintenance of system configuration, set-up, and application tables; determine user, system and application needs and evaluate solutions to address needs; provide data analysis, report development, and technical assistance to system users; and perform related duties as required.
- Direct, oversee and participate in the development and implementation of standard work for staff; assign daily work, projects, and programs; measure, monitor and report on the effectiveness of the team and work products.
- Anticipate and respond to technology lifecycle needs in a complex healthcare environment with various disparate systems.
- Ensure compliance with policies and standards and implement corrective actions to assure high quality and measurable performance.
- Ensure change management practices conform to organization-wide standards.
- Establish and maintain regular written and in-person communications with the organization's executives, department heads, and end users regarding information-based decision making.
- Align with Epic phase/project implementation to support on time/within budget objectives.
- Represent the division in outside groups and organizations; participate in outside community and professional groups and committees, as needed; provide technical assistance as necessary.
- Stay up to date on trends and best practices in Epic modules, Application and Change Management; provide recommendations to leadership as needed.
- Effective relationship and partnership with various stakeholders within the organization.
- Perform related duties as assigned.
Ideal candidate will possess:
- A Bachelor's Degree in a related field.
- At least five years of experience managing healthcare information systems and technology within the last 10 years, preferably with an emphasis in Revenue Cycle, Registration/Schedule, public health, hospital, or health systems.
- At least three years of management experience to include supervision, training, coaching and mentoring health IT technical staff.
- At least five years of experience in the health IT field.
- Operations experience: including application lifecycle portfolio management, Task/Project/Issue tracking, visualization/analysis.
- Information and Technology-Performance Improvement/Quality Improvement, Patient/Client Centric Health Outcomes.
- Demonstrated ability to build collaborative business relationships with peers, customers, and executive leadership.
- Experience working with government organizations.
- Excellent written and verbal communication skills.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. Typical ways to qualify is a bachelor's degree in information technology or related field AND four years of increasingly responsible experience performing duties related to IT management in a large, complex agency including at least two years of recent experience in a healthcare industry and at least one year of administrative or managerial experience.
License/Certification
- Possession of two (2) active IT certifications within one year from date of hire:
- One (1) Epic certification in one of the following modules: Cadence, Prelude, Resolute Professional Billing or Resolute Hospital Billing, Resolute Professional Billing Claims or Hospital Billing Claims
- One (1) certification of any kind relevant to area of responsibility
