JOB SUMMARY
THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.
The Riverside Transit Agency is recruiting for the position of Programming & Planning Specialist to work in our Planning Department. The Planning and Programming Specialist assists in the day-to-day functions of transportation project planning and programming. Assists in managing the planning, design, coordination, funding plan, development of related grants/programing, development agreements and delivery of capital projects and related activities including, but not limited to: bus stop enhancements, renovations, expansions, new facilities and transit support infrastructure. Develop a strong working relationship with regulatory and funding agencies for the purpose of securing federal, state and local funding in order to facilitate the plans and programs of the agency.

ESSENTIAL DUTIES/RESPONSIBILITIES
The following duties are standard for this position (the omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification):
  • Plans, organizes, directs and participates in the Agency's capital improvements program development activities.
  • Coordinates the development of projects, including meeting with other local and regional agencies to help define the project scope and funding.
  • Assists in the preparation of the scope of work, budget and schedule for the procurement of architectural, engineering, construction and consultant services.
  • Provides direction and management to architects, engineers, consultants, and partners of various projects.
  • Works with the Federal Transit Administration (FTA), Caltrans, and other funding agencies during all phases of the project to ensure compliance with all applicable rules and regulations.
  • Research and identify potential funding sources, including opportunities for Public Private Partnerships (PPP), to help finance the short and long-term plans and programs of the agency.
  • Prepares and submits Federal, State and local grant applications and subsequent grant reports.
  • Assists in the development of Memorandum of Understandings (MOU) with various agencies to facilitate the timely delivery of capital projects and ensure proper cost sharing.
  • Coordinates and works closely with other departments/project managers on project development and files the appropriate grant extensions, project revisions and amendments to regulatory and funding agencies assuring that projects are funded.
  • Works with the Riverside County Transportation Commission (RCTC), the Southern California Association of Governments (SCAG), and the Western Riverside Council of Governments (WRCOG) on the development of each agency's respective planning and programming documents to ensure that the agency is in compliance with all federal, state, and local mandates necessary for securing funding.
  • Monitors project budgets for the purpose of ensuring that expenditures are within budgetary limitations. Reviews and approves inspection reports and payment requests for the purpose of ensuring that the work is completed within specifications, budget allowances, and conforms to federal, state, and/or local regulations.
  • Prepares staff reports, presentations and letters of support for various planning related projects and tasks.
  • Attends a variety of meetings (e.g., planning, community, vendor, city and regional agencies, etc.) for the purpose of conveying and receiving information related to assigned projects and activities.
  • Provide staff support during the state Transportation Development Act (TDA) Audit and FTA Triennial Review.
  • Leads or supports responses to inquiries and requests from other agencies and the general public as directed.
  • Assist sub-recipients in grant submittal and grant administration.

SUPERVISORY RESPONSIBILITIES
Supervisory responsibilities related to management of projects and funding plans.
QUALIFICATION GUIDELINES

EDUCATION and/or EXPERIENCE Bachelor's degree (B.A./B.S.) from an accredited four-year college or university in transportation planning, urban planning, business, finance, public administration or a related field, with a minimum of 2 years of experience in grants administration and programming or an equivalent combination of education and experience.
LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, transportation plans, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write grants, speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, committees, the board of directors and/or elected officials.
MATHEMATICAL SKILLS Ability to apply advanced mathematical concepts as it relates to transit, frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis. Ability to compute rates, ratios and percents and to draw and interpret trends from historical data and forecasting.
COMPUTER SKILLS Knowledge of basic office equipment and personal computers. Familiarity with software programs such as Microsoft Office, to include Word, Excel, Access, etc. FTA Transit Award Management System (TrAMS) experience.
REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
OTHER SKILLS AND ABILITIES Knowledge of federal, state, and local funding practices, procedures and grant processes. Knowledge of the principles and practices of urban/regional/transportation planning and public administration. Knowledge of federal and state mandates such as the Bipartisan Infrastructure Law (BIL) and the Sustainable Communities Strategy as it pertains to transit operators is desirable but not required. Knowledge of public organizations and their administration. Knowledge of statistical and research methods. Strong interpersonal communication skills. Ability to write clear and concise reports. Ability to gather and analyze facts and arrive at sound planning conclusions and recommendations. Ability to establish and maintain effective working relationships with others. Ability to prepare data, charts and graphs for presentation purposes. Familiar with calculating and analyzing Greenhouse Gas Emission Reduction quantities.
