The Executive's Office is responsible for preparing the county budget, providing the Board of Supervisors with the information they need for making decisions, representing the County in intergovernmental relationships and policy considerations, and coordinating the work of all Our staff also helps coordinate public communications, planning for County facilities, risk management, and leads racial equity and other strategic initiatives.
The Clerk of the Board Division is responsible for many functions and comprises three core functions: Board of Supervisors meetings and records management, Property Assessment Tax appeals, and Board and Commission recruitments.
ABOUT THE POSITION
There are two (2) full-time vacancies for a Deputy Clerk to the Board III in the Clerk of the Board Division within the County Executive's Office.
As part of a collaborative and cross-trained team, the Deputy Clerk to the Board III performs a variety of complex administrative support tasks. The chosen candidates will be part of a team of Deputy Clerks to the Board, working under the general supervision of the Assistant Clerk of the Board and in partnership with various County departments. The Clerk of the Board team is committed to transparency, civic engagement, and exceptional public service. All members of this team are expected to cross-train in the programs of this division and use computer software to successfully support the management of meetings, track information pertinent to the different work assignments, and provide access to public information.
The Deputy Clerk to the Board III position is responsible for supporting the training and onboarding of Deputy Clerk I/II staff, new hires, and team members developing new skills. This position performs professional-level support in several key areas, including public records management, compliance with open government laws, agenda preparation and minute takings for official public meetings, post-meeting follow-up to ensure Board actions are processed and distributed in accordance with legal requirements and County procedures, and reception and front-desk support. Additionally, the position includes shared responsibility for the Assessment Appeals program, including as a Clerk for property assessment appeal hearings and for supporting the Boards and Commissions program.
Hybrid Work Option: The County Executive's Office considers hybrid (telework/onsite) work schedules up to one day per week with approval from a supervisor and after a probationary period for new employees.

QUALIFICATIONS
KNOWLEDGE OF
- The functions and role of an elected Board or other elected body.
- Applicable laws, codes, regulations and ordinances related to assigned programs.
- Modern technology, computer applications, systems and software related to the work.
- Records management principles and practices.
- Basic budgetary principles and practices.
- Standard office administrative practices and procedures including business correspondence, correct English usage, grammar, spelling, vocabulary and punctuation.
ABILITY TO
- Develop a thorough knowledge of the role, organization, policies and procedures of the Board, County governmental processes, organizational structures of County departments, services each provides, and principal officials.
- Learn and apply the legal requirements governing the processing of documents related to actions of a legislative body, including assessment terminology and of applicable provisions of the Revenue and Taxation Code; and the Brown Act.
- Take and compose correspondence and minutes manually or with the use of technology appropriate to assignment.
- Understand community interest groups and issues and the public as they affect agenda items considered by the Board or the Assessment Appeals Board in order to effectively synthesize and record essential points of discussions, motions and votes.
- Collect and summarize data, compose reports, and apply research methods and techniques.
- Perform basic mathematical calculations.
- Use enterprise resource planning software and/or assignment specific database systems.
- Identify and secure confidential, highly sensitive records and written or verbally communicated information and record such information accurately.
- Communicate effectively and courteously both verbally and in written form sufficient to convey information and instructions to the public and other employees in situations requiring tact, and discretion.
- Organize and prioritize workload and adjust to changes in workload and assignments to meet critical deadlines under pressure.
- Establish and maintain effective working relationships with those contacted in the course of the work.
- Demonstrate high attention to detail in all areas.
Minimum Qualifications:
Any combination of education, training and experience that would provide the required knowledge and abilities. A typical way to qualify is one year of experience equivalent to a Deputy Clerk to the Board II, OR three years of substantial and increasingly responsible administrative support experience, including at least two years of experience providing journey level administrative support to executive management, a board, commission or a legislative body. Experience in the public sector or dealing with governmental, community and business representatives is highly desirable.
Certificate and Licenses:
- County Clerk of the Board Certification or California Municipal Clerk Certification is highly desirable.
Bilingual Testing/Certification: To be eligible for a bilingual differential, the successful candidate must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.
