Job Summary
The Town of Hurley is seeking a qualified, professional, and community-oriented individual to serve as Municipal Code Officer / Building Inspector I. This position is responsible for administering and enforcing the New York State Uniform Fire Prevention and Building Code, local laws, zoning regulations, and related ordinances to protect public health and safety.
This is a part-time, union position with a regular daytime schedule.
Position Overview
The Municipal Code Officer / Building Inspector I performs inspections of new and existing structures, reviews permit applications and plans, issues permits and certificates of occupancy, investigates complaints, and enforces applicable state and local codes. The position also supports zoning enforcement efforts and works collaboratively with Town boards, staff, contractors, and the public.
This role requires sound judgment, strong communication skills, and the ability to apply codes fairly and consistently.
Schedule
- Part-time: 20 hours per week
- Hours: Between 8:00 a.m. – 4:00 p.m. (schedule to be coordinated with the Town)
Typical Duties & Responsibilities
- Inspect new and existing buildings and structures for compliance with approved plans, the NYS Uniform Fire Prevention and Building Code, zoning regulations, and local laws
- Review and approve or deny building permit applications, plans, and specifications
- Issue building permits, certificates of occupancy, violation notices, and orders to remedy unsafe or non-compliant conditions
- Investigate complaints and assist with enforcement actions, including court appearances when necessary
- Explain code requirements, zoning regulations, and permit procedures to property owners, contractors, and the public
- Maintain accurate inspection records, reports, and enforcement documentation
- Assist with zoning enforcement matters and provide information to Town boards and officials as needed
- Perform related duties as assigned
Minimum Qualifications
This position must meet Civil Service requirements for Municipal Code Officer / Building Inspector I.
Graduation from high school or possession of a high school equivalency diploma and one of the following:
- Sixty (60) college semester hours with major coursework in civil engineering, construction technology, architecture, or a related field and two (2) years of paid, full-time experience in building construction; or
- Four (4) years of paid experience in building construction or a skilled building trade (e.g., carpentry, plumbing, electrical); or
- An equivalent combination of training and experience as outlined above.
(Building inspection experience may substitute on a year-for-year basis.)
State Certification Requirements
Certified Code Enforcement Officials are those certified pursuant to 19 NYCRR Part 1208.
- The successful candidate must complete all required NYS Code Enforcement basic training courses within the required timeframes if not already certified.
- Ongoing in-service training is required to maintain certification.
Preferred Qualifications
- Prior experience in municipal code enforcement or building inspection
- Strong understanding of construction practices and applicable codes
- Ability to interpret plans, specifications, laws, and regulations
- Excellent communication and public service skills
- Proficiency with Microsoft Word, Excel, and digital reporting systems
- Ability to work independently and exercise sound judgment
Pay: $32.64 per hour
Expected hours: 20.0 per week
