DEPARTMENT PURPOSE: The Programme Department leads and supports Oxfam s humanitarian, development, and advocacy work in the oPt, ensuring effective program delivery, strong partnerships, and alignment with Oxfam s strategic goals.
TEAM PURPOSE:span> .>/em> /span>
JOB PURPOSE: The Gaza Humanitarian Operations Coordinator serves as AIDA s primary focal point in Gaza, leading operational coordination, information management, and stakeholder engagement to ensure effective humanitarian access, principled operations, and collective INGO ;>/em>

BUDGET RESPONSIBILITY
No budget responsibility.
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
- Serve as the primary focal point for AIDA members on all operational and programmatic issues in Gaza, particularly access, movement, humanitarian space, and field operations.
- Represent AIDA in Gaza-based coordination platforms (ICCG, clusters, and others) and ensure timely reporting back to the Secretariat.
- Develop and maintain relationships with UN agencies, UNDSS, INGOs, donors, PNGO, and other key stakeholders within the Gaza humanitarian architecture.
- Provide technical and policy advice to INGOs on operational challenges, new regulations, humanitarian access, and safeguarding humanitarian principles.
- Lead and facilitate Gaza-focused working groups, coordination meetings, and consultations to ensure coherent, timely, and principled INGO engagement.
- Produce and manage information products, including operational briefs, situation updates, data analysis, and advocacy materials related to Gaza.
- Support AIDA program management, including donor reporting, budgeting inputs, and monitoring of project outputs.
- Develop and maintain incident-tracking systems and data analysis tools to document operational constraints affecting INGOs.
- Promote localization and support HDP Nexus initiatives across Gaza coordination platforms.
- Ensure effective internal communication with AIDA members, ExCom, working groups, and senior leadership to support operational continuity.

In addition:
- Experience working in complex and volatile humanitarian contexts.
- At least 7 years of relevant experience in NGO/UN coordination, advocacy, communications, or program implementation in the oPt.
- Strong understanding of humanitarian, political, development, and human rights issues in Gaza.
- Excellent verbal and written communication, networking, and stakeholder engagement skills.
- Demonstrated ability to facilitate effective meetings, workshops, and coordination forums.
- Strong analytical, ICT, and information management skills, including data analysis and reporting.
Fluency in English and Arabic; residency in Gaza with willingness to travel to the West
