Assist the Division Director in the implementation of the Parks & Recreation Division goals and objectives.
Essential Functions- Interprets and applies both County and Parks & Recreation policies for staff and the public; formulates Parks & Recreation policies and in conjunction with the Division Director; evaluates procedures and policies.
- Assists in the planning and directing of the activities and staff of the Parks & Recreation Division; directs the day-to-day division operations; anticipates problems and pursues solutions; evaluates and prioritizes issues and recommends and implements strategies to meet Division goals and objectives; create division-wide performance measures.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Trains staff, develops work plans, and assigns and monitors the progress of renovation projects and tasks; reviews and approves project plans, reports and procedures; sets priorities and assures project timelines and performance standards are met.
- Meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress to anticipate technical and management problems; recommends changes to improve the organization's functions and processes; provides leadership, direction, and coaching to employees; provides assistance and training in technical issues, techniques, statutory requirements and professional responsibilities.
- Assists with the developing of the budget with the Division Director for Parks & Recreation Division.
- Monitors personnel and operating budgets and approves expenses; prepares cost estimates for budget preparation; and oversees preparation of necessary budget amendments as needed; serves as back-up to the Division Director in authorizing purchases in their absence.
- Researches and prepares business models regarding operational and program opportunities; prepares necessary executive summaries, budget amendments as needed to make recommendations to the Collier County Board of Commissioners.
- Develops cooperative professional relationships with local community agencies and citizen groups; provides advice and counsel to senior management and County Commissioners, advisory boards, citizens' organizations, and other County divisions; participates in meetings with government officials and community groups.
- Works to develop exceptional customer service within Parks & Recreation Division through ongoing training and development of Division staff.
- Participates in the request for proposal process with the Procurement Services Division and develops executive summaries that recommend to the Collier County Board of County Commissioners approval of vendors.
- Monitors all contracts and ensures that vendors adhere to their terms and conditions; ensures all agreements are negotiated timely; identifies potential conflicts and resolves successfully or seeks resolution through other means.
- Assists the Division Director in conjunction with Parks & Recreation staff to develop and facilitate the five-year Parks & Recreation Division capital plan and strategic master plan.
- Attends Parks & Recreation Advisory Board, Golden Gate Community Center Advisory Board, Coastal Advisory Council, City of Naples Council, Board of Collier County Commissioner and other related advisory boards meetings as needed.
ADDITIONAL FUNCTIONS
- Researches, responds to and resolves citizen/user complaints related to parks and recreation programs.
- Acts in absence of the director on their behalf.
- May be called to work during days or hours other than those for which they are regularly scheduled.
- Performs other related duties as required.
- Bachelor's degree required.
- Five (5) years of related experience.
- Candidates without a degree should possess four (4) additional years of related experience.
- Previous related supervisory/management experience required.
- Strong background in finance and recreation preferred.
- Fingerprinting required.
LICENSES/CERTIFICATES
- Certified Parks & Recreation Professional (CPRP) or Certified Parks & Recreation Executive (CPRE) preferred.
- Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
- Salary offers above the minimum of the pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County's Administrative Office will make the determination as to who will be required to work.
