This is advanced supervisory work in parks recreation and maintenance activities. This position is responsible for coordinating and supervising all park maintenance and field preparation activities. This position has a level of autonomy in scheduling of staff and projects and provides technical direction to parks workers and crew leaders as needed. This position requires minimum direct supervision.
Essential Functions and Responsibilities- Supervises and performs the work in maintenance of athletic field surfaces, repair of plumbing, painting, carpentry, landscaping, fencing, beach flag system, docks/piers, and renovation of various County owned Parks and Recreation Division facilities.
- Schedules, assigns and supervises the work of Parks Workers to effect satisfactory, schedules and results in a manner consistent with the standards of Bay County Parks and Recreation.
- Receives customer requests, generates work orders, schedule the work activities of the maintenance employees.
- Plans and designs the renovation and modification of Parks Facilities and structures; estimates time, materials and costs.
- Procures and controls the use of supplies and equipment.
- Utilizes computer equipment and software to maintain records and make reports as required.
- Coordinates and supervises construction & maintenance being accomplished by outside companies, contractors, and vendors.
- Works with office staff to respond to the demands of park users and groups.
- Makes recommendations as to the design of renovation and building maintenance projects.
- Serves as safety supervisor for Parks & Recreation workers.
- Conducts bi-weekly safety meetings.
- Assumes responsibility for tool inventory & maintenance of equipment.
- The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
- Performs other related duties as assigned.
- Possess a high school diploma or the equivalent; AND
- Five (5) years' experience in construction, maintenance and landscaping.
- A comparable amount of training and/or experience may be substituted for the minimum qualifications.
Licenses and/or Certifications
Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
- Knowledge of effective supervisory practices and techniques.
- Knowledge of methods, techniques, tools and materials used in the construction and landscaping trades.
- Knowledge of the occupational hazards associated with various trades work and the relevant safety precautions.
- Knowledge of athletic field preparation.
- Knowledge of the materials commonly used in the care of maintenance of grounds and buildings.
- Ability to plan, assign and supervise the work of Parks Workers to effect satisfactory schedule and results in a manner conducive to full performance.
- Knowledge of project management and organizational skills.
- Ability to have excellent oral and written communication skills.
- Ability to accurately evaluate work, abilities and attitudes of subordinates.
- Ability to layout work and instruct skilled and semi-skilled workers in a variety of maintenance activities.
- Ability to establish and maintain good working relationships with associates and the public.
- Ability to read and interpret sketches and blueprints.
- Ability to function with a variety of computer software programs such as: Microsoft Word, Excel, Project, PowerPoint, and TMA Maintenance.
- Ability to supervise effectively.
- Ability to work and maintain reliable full-time attendance.
- Ability to comprehend, speak, and read the English language.
- Ability to have and maintain good interpersonal and communication skills to deal with the public.
Physical Requirements/Environmental Conditions
Work is primarily performed outdoors in varying and adverse weather; work in water, brush and ditches. Work requires moderate exposure to one or more disagreeable conditions (i.e., irate customers, inclement weather, excessive noise, extreme temperatures, odors or dust).
This position requires some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, heavy equipment, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations.
Stooping, sitting, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pulling, talking, standing, finger movement, repetitive motions, depth perception. Ability to frequently lift and carry equipment 25-50lbs. and on occasion up to 100 pounds; manual dexterity and mobility; intermittent exertion when performing duties.
Work LocationNot Eligible for Remote Work - This position is assigned to a county worksite. Due to the non-portable nature of the essential functions of this position, this position is not eligible for telework.
