This position is located in the Department of Housing and Community Development (DHCD), Rental Accommodations Division (RAD). DHCD mission is to produce and preserve opportunities for affordable housing and economic development and to revitalize underserved communities in the District of Columbia.

RAD administers the Rental Housing Act of 1985 and related regulations, ensuring and maintaining comprehensive compliance with statutory regulatory requirements for residential rental housing. The incumbent is responsible for planning, developing, and conducting program analyses of RAD operations and monitoring the rent control database, including evaluating rent stabilization filings, workflows and business processes, assessing data, generating reports, and recommending strategies or changes. The role requires project oversight, analytical skills, strong communication skills, strategic stakeholder engagement, and understanding of regulatory requirements.

Duties and Responsibilities

Assists with RAD and rent control database operations by providing critical analyses and evaluations of current and projected activities. Provide technical assistance in the design, development, and implementation of improved RAD and rent control database program designs and operations. Review and analyze planning and operations activities. Conducts management surveys, audits, projects, and provides advisory services to the Rent Administrator. Identify actual or potential problem areas, trends, and areas of significant concern. Identify program strengths and deficiencies, develop and recommend changes or corrective action relative to program design, policies, procedures, and operations. Monitor and track progress. Propose solutions for areas requiring attention and improvement. Prepare performance reports, justifications, charges, graphs, and statistical and narrative data. Participates in the conceptualization, design, refinement, and implementation of the rent stabilization program, the rent control database, or office planning, development, review, and evaluation of systems. Define new program needs, considering such factors as social and economic impacts and other conditions.

Administers daily operations of the rent control database by working closely with the Rent Administrator, the rent control database vendor, the DHCD chief information officer (CIO), and the Office of the Chief Technology Officer. Assess improvements and enhancements and stay current with security issues. Develop and administer a reporting and resolution system for security issues and user-reported issues and problems. Coordinate help desk duties with the vendor and the CIO. Prepare data usage and other relevant rent control database reports. Liaises with RAD users to ascertain programmatic and rent control database efficacy, concerns, and provide information. Communicate with stakeholders to identify problem areas and recommendations for education, training, and outreach. Develop rent control database user outreach and training programs.

Qualifications and Education

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Working Conditions/Environment

Work is generally performed in an office or conference room setting. The incumbent may be required to travel and assist with public outreach to meet with general public or stakeholders. Work involves everyday risks and requires normal safety precautions.

Collective Bargaining Unit: This position is in a collective bargaining unit represented by AFGE Local 2725 and you may be required to pay an agency service fee through an automatic payroll deduction.

Position Destination: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
