Minimum Qualifications

Education and Experience

  • Bachelor's Degree from an accredited college or university in Business or Public Administration, Engineering, or related field.
  • Minimum 6 years of related work experience and 3 years supervisory and/or project management experience.
  • Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge, and abilities for the position.

Licenses, Registration, and Certifications

  • Hydro Electric Power Plant Operator Certification is required within 12 months of hire.
  • Must be able to possess and maintain a valid Class 'R' Colorado driver's license and have a satisfactory driving record.
  • FEMA ICS 100, 200, 300, 400, 700, 800 within 18 months of hire.

Respiratory Protection Testing

  • This position is subject to respiratory protection testing as directed per Denver Water Physician.

Position Summary

The System Operations Supervisor is responsible for providing leadership and oversight for raw water system operations within the SOS Section. This position manages work planning processes, operational readiness, continuity planning, and SCADA system operations to ensure safe, efficient, and reliable service delivery. The Supervisor develops and implements standard operating procedures, training programs, and resource optimization strategies to meet both current and future operational requirements. Additionally, this role ensures compliance with internal policies and all applicable regulatory standards while supporting asset management initiatives and contributing to long-term strategic planning across the Collection System.

Supervisory Responsibilities

This position may have formal supervisory responsibilities over other employees or lead project orientated teams.

Essential Duties and Responsibilities

  • Serve as the Collection System's CMMS administrator, ensure the system meets operational needs and expand usage as needed.
  • Provide as-needed Project Management duties to help deliver planned and unplanned projects.
  • Manage section wide programs to standardize and update all SOPs.
  • Lead the development and execution of a comprehensive operational training program for new and existing employees, aligned with current and future system goals. Manage centralized work planning and tactical system operations.
  • Hire, supervise, schedule, and direct team activities. Explain and administer personnel policies and practices, including annual performance reviews and discipline procedures. Provide guidance and assist teams with problem solving and performance issues.
  • Mentor, develop and support teams. Lead teams in a manner that drives results per the manager's directives, align with Denver Water's strategic plan, and exemplify Denver Water Values and Leadership Core Competencies.
  • Cascades communications regarding organizational programs, goals, and policies.
  • Provide detailed instruction and training in job duties and requirements including the use of various tools and equipment, SOPs, computers, and software applications.
  • Be a champion of Continuous Improvement, encouraging teams to incorporate lean tools into everyday problem solving, removing waste and empowering people.
  • Make recommendations for changes and improvements to existing standards, operating procedures, and programs. Assist with optimization of processes to deliver highest quality levels of service at lowest reasonable cost.
  • Manage and support team's safety and security activities in accordance with organizational expectations and procedures for emergencies, hazardous work environments, dam safety program, hazardous materials, and emergency action plans.
  • Provide periodic updates to emergency action plans as assigned. Provide support to Emergency Response Incident Commander and/or EOC, including assuming the appropriate level of command during an emergency response.
  • Assist with budget preparation and monitor budgets, providing guidance to teams on the purchase of equipment, materials, and supplies to ensure fiscal alignment.
  • Provide directions on teams' work priorities, plans and allocation of resources.
  • Provide input on long-term projects and capital investments. Utilize system thinking approaches in decision making to appropriately determine impact and risk tolerance for various matters such as production, projects, quality, labor, and safety.
  • Serve as coordinator for projects, studies, change management and conflict resolution. Interpret engineering designs and contract documents.
  • Perform related work as required.
