Under the direction of the division manager, this position manages ongoing housing and community development activities under various federal and state funded programs, such as the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grant (ESG), State Housing Initiatives Partnership (SHIP), and other community development initiatives by performing a variety of technical functions in accordance with federal, state, and local policies. The incumbent may supervise support staff and interns in the absence of the division manager.

EXAMPLES OF DUTIES

Assists with development of Local Housing Assistance Plan as well as HUD Consolidated Plan and annual Action Plans by working with neighborhood groups, housing and public service provider agencies, County Departments, and public housing agencies, as well as other local governments and organizations

Administers Section 3, Davis-Bacon Act, Fair Housing, and Environmental compliance policies and procedures by remaining knowledgeable of governing agencies and staying abreast of changes in compliance standards to ensure successful development, updating, and implementation of related policies and procedures

Conducts the National Environmental Policy Act (NEPA) environmental assessments for HUD funded projects by conducting field site assessments, consulting with appropriate federal and state agencies as needed to complete reviews, and completing required paperwork

Manages annual monitoring of HOME and/or SHIP assisted rental developments for compliance with rents, incomes, and occupancy by conducting field site inspections and completing required paperwork

Oversees federally funded construction projects for compliance with the Federal Labor Standards Act (FLSA) by preparing bid document packages, attending pre-bid conferences, reviewing weekly payroll reports, performing onsite interviews, ensuring compliance with other applicable laws, rules, and regulations, and using the Integrated Disbursement System (IDIS) in order to complete project and activity set-up as well as draw request payouts, reporting, and closeouts

Assists with procurement by coordinating with the Purchasing office to develop and out put Requests for Proposals (RFP) for various grant activities and strategies in compliance with federal, state, and local applicable rules and regulations

Monitors performance activity to ensure objectives are accomplished for outside contractors, not for profits, and local governments by reviewing reimbursement requests, including desk and on-site monitoring per contract and funding source regulations

Facilitates and participates in public meetings regarding grants and associated matters, including the Affordable Housing Advisory Committee

Analyzes various data by inputting data for review into reporting systems, including, but not limited to HUD Integrated Disbursement Information System (IDIS) and other federal or state data collection and reporting systems to assist with the Consolidated/Annual Plan, Consolidated Annual Performance and Evaluation Report (CAPER), and other plans/reports as required

Responds to written and verbal inquiries from not for profits, contractors, elected officials, other departments, and the general public by investigating, researching, and reporting on complaints and inquiries

Creates and processes a variety of comprehensive reports, documents, and correspondence, by preparing agreements, contracts, and interlocals for federally funded public projects, grant proposals and modifications, HUD Labor Standards Report, MBE/WBE reports, and Section 3 reports, as well as preparing recommendations, agreements, amendments, plans, policies and procedures for County Commissioners to review and approve

Provides technical assistance and training for staff, non-profit, and other partners to enhance performance

Assists Division Manager in the general administration and financial management of grants

Oversees programs in assigned area of responsibility by preparing and managing budgets, coordinating program activities, and performing other related activities

Oversees the administration of affordable housing activities under HOME, SHIP and/or CDBG, to include homebuyer projects/programs, homeowner rehabilitation projects/programs, and rental development projects/programs

Manages the administration of public service activities under CDBG, SHIP and ESG which provide direct assistance to eligible clients, to include rapid rehousing/homeless prevention, senior services, legal services, housing counseling, fair housing, homeless services, and other public services

Oversees the administration of community development activities under CDBG, to include public facilities, public improvements and infrastructure, brownfields, acquisition, neighborhood redevelopment, and other related community development projects

Performs other duties as assigned

TYPICAL QUALIFICATIONS:

Minimum Qualification Requirements:

Training and Experience:

Bachelor's degree in Planning, Public Administration, Communication, Human Services, or a related field and three years of work experience in affordable housing or community development including one year of work experience in contract administration, federal or state construction compliance monitoring, compliance investigation, or related area; or, a combination of education and experience equivalent to these requirements

Licenses and Certifications:

Must possess a valid driver's license from state of residence

Preferred Qualifications:

Knowledge of Community Development Block Grant (CDBG), HOME Investment Partnerships Act, and/or State Housing Initiatives Partnership (SHIP) Programs and their requirements, including applicable federal, state, local laws, rules and regulations

Knowledge of federal labor standards laws, rules and regulations

Knowledge of Section 3 of the HUD Act of 1968

Knowledge of federal environmental regulations (NEPA)

Knowledge, Skills, Abilities, and Other Characteristics (KSAOs):

Emergency Management Responsibilities:
During emergency conditions, the incumbent of this position will automatically be considered an emergency service worker. This employee is subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and is expected to perform emergency service duties as assigned.

Physical Requirements:
Positions in this class typically require: talking, hearing, seeing and repetitive motions.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Incumbents may be subjected to fumes, dusts, extreme temperatures, intense noises and travel.
