Apogee Solutions is seeking a Strategic PPBE Analyst to support the United States Air Force's Deputy Chief of Staff for Training and Readiness at the Pentagon. Qualified candidates must have a Top Secret clearance.

The Strategic PPBE Analyst is responsible for conducting analysis of Air Force Strategy, Planning and Programming Process (SP3) and Planning, Programming, Budget, and Execution (PPBE) related issues associated with Air Force readiness. The Training and Readiness Directorate is the Air Staff's focal point to assist, orchestrate, and implement readiness analysis actions for current and future operations across the Air Force, to include weapons system sustainment, operational training infrastructure, critical skills personnel shortages, flying hour analysis, and deployment ratios.

The Strategic PPBE Analyst will:

  • Assists in analysis of AF Strategy, Planning, and Programming Process (SP3)/Planning, Programming, Budget and Execution (PPBE)-related issues associated and/linked to AF readiness.
  • Perform analysis and database activities associated with the DoD PPBE process, data, related products, and PPBE data systems, such as Automated Stopper and Referral System (ASARS), Automated Budget Interactive Data Environment System (ABIDES), Program Budget Enterprise System (PBES), Commanders' Resource Integration System (CRIS), Defense Enterprise Accounting and Management System (DEAMS), and others as required.
  • Prepare Air Force senior leadership to defend and articulate the Air Force position on operational readiness-related efforts at all levels of engagement.
  • Perform resource analysis to support the PPBE processes and validate enterprise-level readiness investments across the Air Force.
  • Assist in resource allocation to execute tasks in accordance with the POM schedule.
  • Generate ad hoc reports in support of data analytics, requirements, mission assurance, PPBE integration, external collaborations, and strategic communication plans.
  • Conduct detailed research and analyses to assist in development and support of implementation plans, executive reports, and existing reports and projects.
  • Perform advanced knowledge and understanding of program requirements and operational efficiencies, readiness, manpower, and modernization, top-level fiscal and strategic guidance in support of Air Force policies and strategies, DoD Strategic Planning Process and quick-turn assessments.
  • Prepare recommendations to readiness methodology, in order to identify readiness investments and establish an auditable mechanism to track resource and execution spending against readiness reporting outcomes.
  • Assist in planning and programming activities to assess, defend and articulate readiness issues.
  • Analyze actual and predictable interacting operational activities of a military or governmental business system to obtain a quantitative, rational basis for decision-making or resource allocation as it pertains to readiness.
  • Provide detailed guidance and analysis of budgetary and programmatic information, apply probability and statistical techniques to analyze large and complex data sets, for the development and assessment of independent studies, programs, analyses, reports, and cost estimates and other support activities.
  • Establish reliable and consistent process and/or capability to provide quick-turn decision support.
  • Recommend guidance for and provide support to planners on fiscal planning and development for the annual Program Objective Memorandum (POM) supporting Air Force rationale concerning planned changes to Future Year Defense Plan (FYDP).
  • Prepare Air Force senior leaders and provide analytical support to defend and articulate the Air Force position at all levels of engagement, to include all operational capabilities, personnel force structure, capabilities, and capacities during ongoing OSD-led defense reviews Deputy's Management Action Group (DMAGs), Roles and Missions, Quadrennial Defense Review (QDR) and Program Decision Memorandum (PDM).
  • Apply knowledge of the funding, budget execution, cash management, financial reporting, and other operational activities within the DoD/AF to recommend process improvement actions and risk mitigation methods.
  • Provide responsive and requested Budgetary and Appropriation data analysis while integrating program requirements and budget inputs from the Air Staff and MAJCOM sources into a coherent presentation format for AF/A3TR leadership and providing support to effectively defend Air Force Readiness equities for programs and budgets as they proceed through the AFCS, DoD, and Congressional processes.
  • Assist with integrating strategies for Air Force operations and successful execution of the President's Budget.
  • Use tools and methodologies supporting the Air Force corporate structure and Air Force resource allocation process, in order to integrate with predictive readiness models, tools, analysis and methodologies.
  • Analyze and evaluate effects of high-level decisions/impacts on Air Force budgetary, execution, and programming strategies, and the ability to meet directed fielding requirements for near and long term planning.
  • Perform all other analytic tasks in support of AF/A3TR and/or as directed by the senior/team lead analyst.

Required Experience

  • Active DOD Top Secret Clearance
  • Master's degree in in a field relevant to PPBE (i.e., Management, Business Administration, Strategic Planning, Programming/Budgeting, Financial Management, Accounting, and Statistics)
  • Minimum of 5 years of combined experience to include readiness analysis at the tactical, operational, and strategic levels
  • Minimum of 2 years of experience in PPBE to include POM, acquisition, and/or program management and relating corporate processes to operational readiness outcomes
  • Extensive knowledge of Air Force Operations to include 3 years of experience supporting Air Staff or an equivalent strategic level staff
  • Working knowledge of budget analytics functions involving formulation, execution, and analysis of budgets and economic as well as cost analysis studies for substantive programs and support activities
  • Familiarity with the PPBE process, workflow management, staff action expertise, and process continuity
