Cook Inlet Region, Inc., also known as CIRI, is one of 12 land-based Alaska Native regional corporations created pursuant to the Alaska Native Claims Settlement Act (ANCSA). Position Overview

The Lead Network Engineer will design, build, support, administer, maintain, patch network devices while responding to incidents, and recover from service degradations and outages. This position will support all network capabilities across all supported environments/enclaves. 

Major Activities

  • Design, install, integrate, sustain, patch, recover, and manage the lifecycle of network devices across all supported environments and sites.
  • Manage network devices via remote access from the Fort Knox location.
  • Execute travel as needed to provide touch-labor at sites when required to fulfill mission requirements.
  • Plan, coordinate, execute, troubleshoot, and document change requests, as well as both monthly and out-of-cycle ASI events, to perform moves, adds, and changes to network services and technologies, and apply and validate cyber security patches are installed on managed assets.
  • Maintain the Internet Protocol (IP) address database, assign IP addresses, and provision and sustain Dynamic Host Configuration Protocol (DHCP) services and technologies.
  • Engineer, install, integrate, operate, maintain, repair, and sustain switches, firewalls, Intrusion Detection System (IDS), and Intrusion Prevention System (IPS) appliances and services, load balancers, proxies, Universal Resource Locator (URL) filters, protocol analyzers, and out-of-band (OOB) management tools.
  • Order and provision network circuits, bandwidth upgrades, and devices.
  • Build and support highly available network environments and connectivity for enterprise applications and all hosting infrastructure located in the Development, Test, Training, Production, and COOP environments.
  • Host and sustain both internal and external enterprise Domain Name Service (DNS) capabilities to support internet and intranet connectivity for all users, sites, and network-connected systems.
  • Support and analyze daily and weekly cyber security scans to assess vulnerability compliance and resolve vulnerabilities using approved patches and configurations.
  • Build and utilize fiber and twisted pair patch cables during equipment installation, troubleshooting, and resolving service outages and degradations.
  • Provision and support remote access capabilities to users; requires the candidate to install, integrate, operate, maintain, repair, and perform sustaining engineering of Remote Access Services (RAS) capabilities, to include VPN appliances, SSL technologies, Point-to-Point (P2P) VPN services, and all necessary client software, to provide encrypted network communications with approved endpoints, worksites, and network users.
  • Configure, schedule, and execute automated and/or manual configuration backups on 100% managed network devices to ensure rapid recovery from service failures.
  • Configure, execute, and sustain activity logging on 100% of managed network devices to ensure compliance with cyber security requirements and rapid investigation of and/or response to cyber security attacks.
  • Track, assess, recommend changes to capacity of network devices and services, and execute approved service changes once approved through the Capacity Management and Change Management processes.
  • Support all devices, hardware, software, and configurations used in the security stack(s), which protect the perimeters of all managed enclaves, to include performing touch labor on equipment owned by external agencies and partners.
  • Build and submit Ports and Protocols (PPS) changes and entries, through appropriate processes, and execute once approved by appropriate parties.
  • Engineer, install, and sustain Wireless Local Area Network (WLAN) services and capabilities for all required sites.
  • Engineer, install, and sustain cellular signal boosters or similar mobile communications technologies, such as a Distributed Antenna System (DAS), within the Fort Knox Maude Complex, for subscribers across 6 buildings totaling approximately 940K square feet.
  • Build, sustain, transport, utilize, and recover one or more flyaway kit(s), which provides onsite network capabilities to authorized users at special events.
  • Provision and sustain network communications capabilities for VIPs, Distinguished Visitors (DVs), and the on-post living quarters for senior leaders where required.
  • Provide direction, support and day-to-day guidance to team members to ensure high quality results and consistent alignment with goals and objectives. 
  • Perform other duties as appropriate and as assigned.

  • Strong knowledge network engineering, operations, and performance analysis skills.
  • Strong knowledge of government IT infrastructures.
  • Strong knowledge of network management and monitoring tools.
  • Ability to work in a diverse team and promote a collaborative environment within and across IT teams.
  • Proficient in Microsoft Visio and Word
  • Ability to work independently under minimal supervision.
  • Advanced knowledge in network engineering, operations, and performance analysis skills.

Required Qualifications

  • High School Diploma or equivalent
  • 10 or more years' experience in a network engineering/administration
  • Demonstrated working experience with Network management and monitoring tools
  • Demonstrated working experience in government IT infrastructure
  • CCNP Certification
  • Security+ Certification
  • Must be US citizen
  • Must possess active secret security clearance or higher
  • Must be able to pass pre-employment background check 

Preferred Qualifications

  • Bachelor's degree (preferably in Information Technology, Information Management, or Cyber Security)
  • Prior experience with modern data center technologies, such as Cisco VPC, Cisco VDC, and VRF Lite
