The Programs Manager is responsible for developing, managing and measuring the effectiveness of new and existing USO programs and partnerships that serve the needs of America's service members and their families.
Principal Duties and Responsibilities (*Essential Duties)
- Manage full-cycle program/event management process for assigned projects, including but not limited to ensuring that goals are clearly established and documented, recruiting for program participants, defining success, tracking outcomes, coordinating program/event promotion and publicity, on-site leadership and coordination as well as financial and inventory tracking and reporting, procurement compliance and timely after-action reporting.*
- As directed by USO Programs leadership, develop improve and maintain working relationships with current and potential partners and key stakeholders to generate support for assigned programs.*
- Serve as staff liaison between internal USO staff and key stakeholders involved in planning, coordination, implementation and management of assigned programs. Foster collaboration to maximize program reach and impact.*
- Measure and evaluate success of existing programs against well-defined, specific measurement goals. Identify gaps and recommend new programs and/or program elements to maintain and support growth of assigned area.*
- Provide guidance and direction related to assigned programs/projects to Field Operations staff.
- Track program and service costs.

Job Specifications
- minimum Knowledge, Skills, Abilities and Behaviors necessary to perform the job successfully. Equivalent combination of education and experience is acceptable.
- Bachelor's Degree in business or related field.
- 5+ years progressively responsible work experience in a program/project management role. Relevant experience in a charity, not-for-profit, military, multicultural and/or global organization preferred.
- General understanding of outcomes-based measurement, survey techniques and trend analysis.
- Willingness to perform work in a non-traditional work environment (i.e. warehouse).
- Strong interpersonal, customer service and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism. Ability to nurture, manage and influence external military and civilian partner and/or vendor relationships.
- Proficiency using computers and electronics equipment. General knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite.
- Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
- Must show initiative, self-motivation, and attention to detail with the ability to manage multiple projects with competing priorities. Ability to quickly and easily adapt to changing organizational needs.
- Ability to achieve desired results while working collaboratively in a team environment.
- Ability to perform basic business/accounting functions including project management and budget reconciliation.
- Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver's license.
