Position Summary:
The Program Manager for Home Care Services is responsible for overseeing the daily operations, quality, and compliance of home care programs. This role ensures high-quality service delivery, supports staff performance, and maintains strong relationships with clients, caregivers, referral sources, and partnering agencies. The Program Manager ensures all services align with agency standards, state regulations, and the Developmental Disabilities Administration (DDA) policies and procedures.

Key Responsibilities

Program Operations & Oversight

  • Manage day-to-day operations of home care services, ensuring timely, effective, and client-centered support.
  • Monitor service delivery to ensure compliance with state regulations, agency standards, and DDA policies and procedures.
  • Maintain accurate, up-to-date documentation, reports, and records in accordance with regulatory requirements.

Client Services & Referral Management

  • Oversee the full client referral process, including intake, eligibility evaluation, and service coordination.
  • Collaborate with referral sources (e.g., case managers, healthcare providers, DDA representatives) to ensure smooth transitions and timely service initiation.
  • Conduct client assessments, develop individualized service plans, and monitor ongoing needs.

Staff Supervision & Development

  • Recruit, train, supervise, and evaluate caregiving and support staff.
  • Provide ongoing coaching to ensure compliance with care standards, safety procedures, and DDA guidelines.
  • Manage staff scheduling, assignments, and performance issues as needed.

Quality Assurance & Compliance

  • Ensure adherence to DDA policy and procedure, including incident reporting, documentation standards, and rights protections.
  • Implement quality assurance measures to monitor and improve service delivery.
  • Prepare for and participate in internal and external audits or reviews.

Communication & Collaboration

  • Serve as a primary point of contact for clients, families, caregivers, and community partners.
  • Foster strong working relationships with DDA staff and other regulatory or funding agencies.
  • Provide regular updates to leadership regarding program performance, client concerns, and operational needs.

Required Qualifications

  • Bachelor's degree in social services, human services, public administration, healthcare administration, or related field (or equivalent experience).
  • At least 3 years of experience in home care, developmental disabilities services, case management, or a related human services field.
  • Knowledge and understanding of the DDA referral process, policies, and procedures.
  • Strong leadership, communication, and problem-solving skills.
  • Ability to manage multiple priorities and work in a fast-paced environment.
  • Proficiency with case management systems and standard office software.

Preferred Qualifications

  • Previous supervisory or program management experience in home care or DDA-funded programs.
  • Experience with state regulations related to caregiving, personal care, or community support services.
  • Bilingual or multilingual abilities.

Pay: $49, $59,080.13 per year
