DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
Houston Health Department (HHD) is seeking a highly qualified individual to develop, organize, implement, monitor and control specific operating and financial activities for assigned initiatives.

CORE JOB DUTIES FOR MANAGEMENT ANALYST III:

  • Performs day-to-day task management associated with projects and activities within the City of Houston Community Reentry Network Program, and supports the completion of project deliverables, such as writing and disseminating reports/briefs. Informs and supports program and project development, implementation, coordination, promotion, and evaluation using knowledge and experience in behavioral health and youth and adult justice impacted populations.
  • Develops and analyzes behavioral health outcomes and data for justice impacted populations to recommend improvement strategies and activities, tracks and monitors project activities, and shares information with management team and other partners and stakeholders. Contributes to the development of concepts, strategies, practices, and procedures to improve the efficiency and effectiveness of program operations and capabilities. Compiles and interprets statistical and graphical data related to the Reentry program operations and performance.
  • Assists in resolving grant objective concerns by proposing and implementing alternative solutions and strategies. Contributes to the development of presentations, scientific posters, and exhibits to share and promote project findings at professional and public meetings and conferences.
    Serves as liaison to partners and communicates regularly with these groups regarding, conferences and trainings, and other information related to designated area of work. Establishes and maintains relationships between the City of Houston Community Reentry Network Program and reentry coalition group(s). Duties may include scheduling and planning events, facilitating meetings and coordinating special projects to improve reentry outcomes including reduced recidivism rates, decreased ED utilization and increased access to inpatient and outpatient substance abuse services in the Houston/Harris county jurisdiction.
  • Maintains, monitors, and prepares monthly reports and analyzes grant activities and department objectives to prevent potential problems while conforming to administrative goals. Works with local partners to identify, streamline, and implement evidence-paced practices to improve reentry practices and outcomes.
  • Represents the Community Reentry Network Program at external meetings and conferences, participates in special projects, outreach events, quality improvement projects, organized by the Health Department and the City of Houston Community Reentry Network Program in collaboration with external partners to improve health and well-being of ex-offenders and their families in the community.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.

EXPERIENCE REQUIREMENTS
Four years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.
A Master's degree in a field directly related to the job may substitute for two years of the above experience requirement.

Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
