Position Overview: We are seeking an experienced HR Manager with a background in federal government contracting who understands OFCCP, FAR/DFARS, and the HR requirements applicable to federal contractors. This role is responsible for implementing compliant HR processes, supporting employee relations, maintaining audit-ready documentation, and ensuring that company practices meet legal, regulatory, and contractual standards.
The HR Manager will execute the people strategies set by the Global HR Manager and help build consistent, compliant HR practices across all sites. This role requires confidence in "what right looks like" within a government contracting environment, especially given that many required HR processes and controls are still in early stages of development.

Key Responsibilities
Government Contracting HR Compliance
- Ensure HR practices comply with FAR, DFARS, OFCCP regulations, EEO/AA requirements, VEVRAA, and Section 503.
- Maintain required documentation for federal contractor audits, including job postings, applicant tracking records, hiring decisions, compensation logs, and outreach activities.
- Support development and execution of Affirmative Action Plans (AAP).
- Ensure proper administration of I-9s, E-Verify, background checks, and clearance-related HR processes.
- Track and enforce completion of required annual training (e.g., Code of Conduct, Ethics, Anti-Harassment).
Policy Implementation & Compliance Controls
- Implement policies and procedures issued by Global HR and ensure their compliant execution across all departments.
- Identify compliance risks and work with Global HR to implement corrective actions.
- Conduct compliance audits across personnel files, recruitment processes, and training documentation.
Employee Relations & Documentation
- Conduct or support investigations, ensuring legally sound documentation and adherence to federal contractor standards.
- Coach managers on proper disciplinary documentation and performance management processes.
- Escalate high-risk or sensitive ER matters to Global HR.
People Operations & Systems
- Oversee onboarding/offboarding processes ensuring adherence to government-contractor reporting and documentation requirements.
- Maintain audit-ready employee documentation in HR systems (e.g., BambooHR).
- Support compensation, benefits, and leave administration with a compliance lens.
Process & Infrastructure Development
- Build HR workflows that meet federal contractor requirements.
- Partner with Global HR to standardize processes across the organization.
- Ensure recruiting, promotion, and termination workflows meet OFCCP requirements.
Required Qualifications
- 5+ years of HR experience, with at least 2–3 years as an HR professional in a federal government contracting environment.
- Strong working knowledge of:
- OFCCP regulations (recordkeeping, applicant tracking, job postings, outreach, AAP)
- FAR/DFARS compliance and HR obligations
- EEO/AA, FLSA, ADA, VEVRAA, Section 503
- Experience managing or collaborating on Affirmative Action Plans.
- Experience supporting investigations and documenting employment actions.
- Ability to implement policies, build processes, and correct compliance gaps.
- Strong organizational skills and attention to detail.
Preferred Qualifications
Experience helping build HR infrastructure in a scaling federal contractor.
Experience interacting with DCAA, DCMA, or OFCCP auditors.
- Experience supporting security clearance processes (e.g., eQIP coordination).
- SHRM-CP/SCP, PHR/SPHR, or the SHRM "People in Government Contracting" micro-credential.
