Summary: The Tri-County Opportunities Council Early Head Start/Head Start Program serves 483 expectant mothers and children ages birth to five in the nine Illinois Counties of Bureau, Carroll, LaSalle, Lee, Marshall, Ogle, Putnam, Stark, and Whiteside. The program offers comprehensive child and family development services to those deemed eligible. The program's primary goals are to partner with parents to promote self-esteem, increase self-confidence, and advance school readiness skills for children. Comprehensive programming includes education, medical, dental, mental health, and nutritional services; welcomes children with disabilities or special needs; and provides family education, advancement, and social service support while connecting enrolled families to community resources and transportation assistance. The program offers various options to meet the needs of children, families, and communities throughout all nine counties.

Reports to: Education Specialist
Status: Non-Exempt; Full-Time; 40 hours/week
Educational Requirements: Minimum of BA or BS degree in Early Childhood Education or equivalent degree. Minimum of two years teaching in an early childhood and/or an infant/toddler classroom. Previous supervisory experience is required.
If hired, employees without the required credits/credentialing will be required to sign a professional development plan upon hire with a designated timeline for completion.
Skills/Characteristics/Physical Requirements:
Demonstrated ability to establish a relationship of trust, respect and non-judgmental attitude when working with children, parents, staff and the community-at-large. Ability to work with individuals from various economics, educational and cultural backgrounds. Must be adaptable, flexible and emotionally mature. Must have excellent oral and written communication skills. Must be computer literate. Good personal hygiene. Must have the ability to successfully multi-task, set priorities and manage time effectively and efficiently. Must possess excellent problem-solving, conflict resolution, negotiation and leadership skills. Must have the ability to travel within the nine county service area for occasional meetings, trainings and other job-related duties. Must have the ability to be self-directed as well as the ability to follow supervisor directions. Must maintain confidentiality. Must have the ability to safely enter and exit center facilities to perform job duties. Required to bend, reach overhead and lift up to 40 pounds. Must pass a general physician's health examination and TB test prior to employment and every two years thereafter. Must obtain and maintain certification in First Aid and CPR. Employment in this position is contingent on cleared criminal background check, cleared background check as per the Illinois Department of Children and Family Services Licensing Standards and Policy Council approval.
Essential Duties, Functions and Responsibilities:
Policies and Procedures:
Must be knowledgeable of, and adhere and contribute to the program's full compliance with:
- Head Start/Early Head Start Program Performance Standards , particularly those in the Child Education and Health Services domains.
- The Head Start Child Development and Early Learning Framework, the Illinois Early Learning Guidelines and the Illinois Infant/Toddler Guidelines .
- Illinois Department of Children and Family Services Licensing Standards and Child Care Act as it relates to child abuse and neglect and the mandated reporter requirements.
Tri-County Opportunities Council Personnel Policies and other related agency policies and procedures.
Tri-County Opportunities Council Head Start/Early Head Start procedural manuals, particularly the education and nutrition manuals.
Must act in accordance with the grantee agency and the Head Start/Early Head Start program's mission statements.
Must adhere to grantee code of conduct and the Head Start/Early Head Start Code of Ethics .
Supervision and Support Activities:
The Site Supervisor is responsible for direct supervision and support of teachers, teacher assistants and food service workers at their assigned sites and indirect supervision and support of transportation staff as requested by the Head Start program's Transportation Specialist. Duties in this section pertain to those staff only.
Hiring:
- Serve as a member of the interview team if and as requested by the Education Specialist.
- Provide job-related orientation to new employees at assigned sites. Insure checklist of items covered is completed and returned to the Rock Falls main office.
- Monitor and support new employees during their probationary period. Insure at least one informal appraisal session is conducted with new employees prior to the end of the 90 day probationary period. Complete required form and insure it is submitted to the Rock Falls main office in time for the Policy Council to review and consider recommendations. Directly responsible for tracking new employees in their probationary period and insuring the recommendation to the Policy Council does not exceed the 90 day limit.
Supervision:
- Develop and implement a system of ongoing supervision, support and feedback with assigned staff.
- Responsible for facilitating mentor/coach responsibilities with assigned employees.
Performance Appraisals:
- Complete annual performance form. Solicit input from other staff as may be necessary. Submit completed appraisal forms to the Education Specialist for review and feedback prior to staff appraisal meetings.
- Conduct annual performance appraisals in May of each school year. In conjunction with assigned respective staff, develop individual improvement and/or enhancement goals and professional development goals for the next year.
- Review and document progress on individual goals at mid-term meeting in January of each school year as per the program's developed process.
Classroom Supervisory, Monitoring and Support Responsibilities:
Monitoring:
- Visit and observe in each assigned classroom at least two times monthly. The Site Supervisor shall spend the majority of the day in the classroom for this semi-monthly site visit. Provide site staff with both oral and written feedback of observations.
- Complete all required checklists as per the program's developed annual schedule. Discuss with staff at respective sites. Submit documentation to the Education Specialist as per program procedures.
- Insure required staff-to-child ratios are maintained at all times. Responsible for substituting in the classroom to insure ratios if needed.
- Review and provide feedback on all classroom daily schedules to insure they comply with licensing and program requirements.
- Insure issues as identified during observations and/or checklist completion are followed up on in a timely manner.
- Required to complete the formal CLASS observations at each assigned classroom as per program developed schedule. May be required to complete CLASS observations in other classrooms as directed by the Education Specialist. Provide documentation of CLASS observations to the Education Specialist.
Educational Planning and Implementation:
- Review lesson plans of each classroom. Provide feedback to teaching staff. Submit to the Education Specialist for review.
- Insure site staff adhere to the program's curriculum requirements.
Child Screening, Assessment and Outcome Responsibilities:
Screenings:
- Direct responsibility for working with the program's other Site Supervisors and Center Directors to schedule and complete developmental screenings within the 45 day timeframe at the beginning of each new school year.
- Insure all new enrollees at assigned sites are screened within the 45 day time limit.
- Administer re-screens (where indicated) for children at assigned classrooms.
- Insure screening documentation is submitted to the program's Disability/Mental Health Specialist for logging.
Child Assessment:
- Assist in training teaching staff as assigned sites on the procedures and requirements for completing the GOLD assessment with children.
- Periodically review GOLD forms and supporting documentation. Provide feedback, support and resources as needed.
- Responsible for insuring all GOLD data is entered as per the program scheduled collections.
Child Outcomes:
- Responsible for working with teaching staff to develop outcome goals for their classrooms based on data analysis.
- Support teaching staff in data analysis in order to individualize for each child.
Child Management and Guidance, Disability and Mental Health Services:
Disability Services:
- Insure teaching staff are incorporating goals of their child(ren's) IEP's or IFSP's into the daily classroom and individualized activities and routines.
- Attend LEA staffing as may be requested by the Education Specialist or the Disability/Mental Health Specialist.
- Make requests to the Disability/Mental Health Specialist if special equipment is required to make accommodations for a child's disability or special need.
Mental Health Services:
- Review all mental health consultant observational reports and recommendations. Insure teaching staff are following recommendations for children in their care. Insure pertinent information from the mental health consultant is shared with respective parent.
Child Guidance and Management:
- Direct responsibility for insuring all site staff understand and follow the program's Child Guidance and Discipline Policy when issues arise regarding inappropriate or disruptive child behaviors.
- Observe children as directed by the procedures within the program's Child Guidance and Discipline Policy. Share observational information with the Education Specialist and the Disability/Mental Health Specialist.
- Assist site staff in the development of Social and Emotional Support Plans as per procedures of the program's Child Guidance and Discipline Policy and/or as requested by the Education Specialist.
Recordkeeping:
- Maintain up-to-date log sheets on each child enrolled in assigned classrooms.
- Maintain comprehensive files and monitoring documentation of assigned classrooms and site staff.
- Responsible for neat and timely submission of monitoring reports and other paperwork as requested by the Education Specialist.
Personnel paperwork:
- Submit personnel payroll paperwork as per required agency schedule.
- Review and sign payroll paperwork for site staff prior to submission (not applicable for all Site Supervisors at this time.)
- Insure all required documentation for personnel file is current.
Team Participation:
Responsibilities to the Head Start Nutrition Specialist:
- Monitor and provide feedback and support to the Food Service Worker(s) at assigned sites.
- Complete CACFP checklists and monitoring reports as per program procedures. Submit observational documentation and completed checklists to the Head Start Nutrition Specialist.
- Insure all site staff are complying with sanitation and meal-service regulations.
- Work cooperatively with the Nutrition Specialist to insure at least one staff person at all sites has the required Sanitation Certificate.
- Maintain open, respectful and regular communication.
Responsibilities to the Head Start Health Specialists and/or the Early Head Start Disability/Mental Health Specialist:
- Insure site staff are complying with all health and safety procedures and requirements.
- Support site staff and the Health Specialists in insuring children follow-up and complete needed health and dental service requirements.
- Attend Individual Health Plan (IHP) meetings, if requested by the Health Specialist or the Education Specialist. Insure site staff are following directives as per the developed IHP's.
- Maintain open, respectful and regular communication.
Responsibilities to the Head Start/Early Head Start Director:
- Communicate issues regarding the physical environment and/or questions regarding the facility contract. Assist in problem-solving and implementing needed corrections.
- Cooperate with DCFS licensing representatives, health inspectors and/or fire marshal's regarding inspections and licensing visits.
- Maintain open, respectful and regular communication.
Responsibilities to the Family and Community Service Manager and/or the Family Specialist:
- Support site staff with transitioning activities as per the program's transition plan.
- Maintain contact and team with the Family and Community Service Worker to share information and coordinate services to children and families.
- Maintain open, respectful and regular communication.
Responsibilities to the Education Specialist:
- Complete assignments as directed.
- Insure all required documentation is submitted within required timeframes.
- Attend all scheduled Site Supervisor monthly meetings.
- Maintain open, respectful and regular communication.
Responsibilities to the T.C.O.C. Head Start/Early Head Start team:
- Serve as a program representative to community groups such as Local Interagency Council's (LIC), etc. as requested by the Education Specialist.
- Schedule and facilitate site team meetings for all assigned classrooms.
- Prepare for and participate in site discussions as per the program's developed schedule.
- Insure classroom and/or home-base purchase orders are approved by the respective manager and/or specialist prior to purchasing supplies. Insure signed purchase orders with accompanying signed requisitions and receipts are submitted to the Rock Falls main office at the end of each week.
- Actively participate in the program-wide effort to identify and document sources of non-Federal revenue.
Program Planning and Evaluation:
- Assist in research and provision of information for the annual program update of the community-assessment as requested by the Education Specialist and/or the Head Start/Early Head Start Director.
- Serve as a member of the program's annual self-assessment team, if invited.
- Work with grantee agency staff, program staff, Board and the Policy Council to implement short team goals and objectives as per the Head Start/Early Head Start annual self-assessment and to implement long-range goals and objectives as per the Head Start/Early Head Start strategic plan.
Confidentiality:
- The person filling this position must abide by the program's confidentiality policy and Code of Ethics regarding children, family, staff and/or agency matters.
Non-Essential Duties, Functions and Responsibilities:
- Serve as a member on one or more of the T.C.O.C. Head Start/Early Head Start special committees or participate in special initiative projects other than those listed in the essential duties section of this position description.
- In accordance with the team philosophy of the T.C.O.C. Head Start/Early Head Start Program, the person filling this position may be requested to carry out other tasks in addition to the duties listed in this job description.
Meetings, Trainings and Professional Development:
The person filling this position is required to attend the following:
Meetings and Trainings:
- Monthly Site Supervisor meetings.
- Site staff team meetings.
- Site Discussions.
- Policy Council meetings as may be requested by the Head Start/Early Head Start Director or the T.C.O.C. Head Start/Early Head Start Policy Council Chairperson.
- All teaching and nutrition staff pre-service sessions and all-staff and teaching staff in-services.
- Annual Site Supervisor retreat.
- Community meetings and other meetings as may be assigned by the Education Specialist.
- Other meetings and trainings as may be requested by the Education Specialist.
Professional Development:
- Newly hired employees are required to attend the program's Head Start Essentials semester long course within one year of hire.
- As a method of continued growth and development, the person filling this position may be eligible for in-area and out-of-area trainings, workshops, conferences and/or credit-based course work as recommended by the Education Manager or the Education Specialist and in accordance with time and budget constraints.
