The Bellefield Boiler Plant General Foreman will be responsible for specifying and implementing plant maintenance work, inspections, and required testing to ensure safe and efficient plant operation. The incumbent will make recommendations to Plant Superintendent for capital upgrades or repairs required for the steam plant and distribution system. This position will also assist in identifying improvements required to meet current and future steam demands; and Identify energy conservation measures to reduce operating costs and/or improve system performance.
QUALFICATIONS:EDUCATION AND EXPERIENCE:
- Trade school or Military education a plus.
- Extensive experience in steam/utility plant management and operations preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Minimum of 7 years' experience in the operation of large high pressure steam system and associated equipment, with 5 years' experience in management of an organized labor force preferred.
- A strong background and experience in mechanical systems and management is required.
- Requires experience with boiler and emissions control systems and preventive/reactive maintenance systems for complex steam systems.
- Experience with the operation and maintenance of large campus steam distribution systems is recommended.
- Experience in the management and operation of central chilled water plants and Utility distribution systems is a plus.
- Must be proficient with Microsoft Excel and Word, Microsoft Access experience/proficiency would be a plus.
- Must have strong organizational skills.
CERTIFICATION/LICENSE REQUIREMENTS:
- NIUPLE Class 2 Operators License or City of Pittsburgh Class 2 Operating Engineers License.
PHYSICAL REQUIREMENTS:
- Must be physically able to cover the area under supervision.
- Must be able to climb, bend, stoop and walk the plant and tolerate temperature fluctuations.
ESSENTIAL FUNCTIONS AND ACCOUNTABILITIES:
- Assist in managing the daily operation of the Steam Plant and Plant Operating Engineers and related distribution systems to ensure that the Plant and distribution systems are operating efficiently, effectively and safely.
- Must be able to follow through on all aspects of their work assignments including mobility to inspect their work and attend meetings.
- Must be able to coordinate response to emergencies and ensure day to day buildings systems functions are carried out in a safe manner.
- Must coordinate with vendors, contractors, suppliers and union officers. Also, occasional contract with governmental and regulatory officials. Responsible for effectively communicating with Bellefield Boiler Plant personnel and coordinating interaction between BBP and Carrillo Street Steam Plant.
- Manages the daily operation of the Bellefield Boiler Plant.
- Manages the daily operation of the Plant and Plant Operating Engineers to ensure that the Plant is operating efficiently, effectively and safely.
- Develops Plant Operating Engineer work schedules, identifies and implements Plant maintenance work, inspections, and required testing to ensure smooth operation and maintenance of the Plant.
- Prepares monthly reports to management of the plant's operational status and any current projects.
- Assists in the development of the Plant's annual operating budget.
- Makes recommendations to Plant Superintendent of capital upgrades required for the Plant.
- Interviews and makes recommendations on hiring new operators.
- Must ensure safe, reliable and efficient plant operations, take all necessary measures to ensure personnel safety, protect BBP property, avoid unscheduled outages, and operate the plant with optimal efficiency.
- Ensure compliance with all Federal, State, County, and local codes and requirements.
- Responsible for the system steam distribution system.
- Identifies repair/maintenance work required to ensure that the steam distribution system is functioning properly and works with the steamfitters and operating engineers to make sure the maintenance is completed timely and effectively.
- Make recommendations to Plant Superintendent for capital upgrades or repairs required for the system.
- Coordinates with Steam lines Committee for the proper operation of all steam meters and monitor steam usage for all buildings.
- Assist management in the development of long-range utility plans and identification of energy conservation projects involving the steam plant and distribution system.
Identify improvements to ensure the plant can adequately meet needs in the future and identify projects which would reduce energy consumption and/or operating costs.
- Assists the Plant Superintendent in identifying trends and reasons for utility fluctuations.
- Provides timely information on plant steam production and utility consumption.
- Must be able to conceptualize the operational and control systems of large and multi-use buildings and infrastructure as they pertain to steam systems.
- Must provide input on labor needs, budgets, develop policies and procedures, and organize work assignments. Provide input to Plant Superintendent on and evaluate performance and job descriptions, review and evaluate objectives, goals, and procedures and communicate with staff, supervisors and others.
- Other duties as assigned by Plant Superintendent.
