Job Summary
The Housing Navigator works directly with individuals and families experiencing or at risk of homelessness to help them access safe, stable, and permanent housing. Housing Navigators build trusting relationships with participants and coordinate with landlords, service providers, and community partners to reduce barriers to housing. With a person-centered and Housing First approach, Housing Navigators empower participants to set goals, navigate available resources, and achieve long-term housing stability.

Duties

  • Conduct assessments to determine clients' housing needs and eligibility for services.
  • May develop or assist case managers in developing individualized housing plans for clients.
  • Assist clients in completing housing applications and securing necessary documentation.
  • Provide ongoing support to clients to help them maintain (sustaining) stable housing.
  • Identify and establish relationships with landlords, property managers, and housing providers.
  • Negotiate with landlords on behalf of clients to secure housing.
  • Assist clients with securing housing appropriate to their needs and or the programs and services they are enrolled in (CalAIM, HPSP, RRH).
  • Maintain up-to-date understanding of various program requirements (CalAIM, HPSP, RRH).
  • Maintain up-to-date training and information about tenant and landlord rights and responsibilities.
  • Facilitate landlord incentive trainings/presentations.
  • Working closely with life skills and guest enrichment coordinator to acilitate housing preparedness workshop for clients.
  • Build and maintain a database of available housing resources and providers in relevant communities.
  • Work closely with the Housing Service Administrator to ensure seamless and consistent service delivery.
  • Participate in regular one-on-one supervision sessions with the Housing Service Administrator.
  • Collaborate with the case management team to share information and best practices.
  • Maintain accurate and up-to-date client records.
  • Prepare and submit reports on client outcomes and housing coordination activities.
  • Ensure all program documentation complies with organizational policies and confidentiality standards.
  • Attend Housing Authority TBRA meetings 2x/mo.
  • Read and update daily logs/records as required.
  • Participate in weekly group consultation.
  • Stay informed about local housing resources and services available to clients.
  • Participate in training and professional development opportunities.
  • Advocate for clients with landlords, housing authorities, and community providers to reduce barriers to housing.
  • Provide crisis intervention and conflict resolution support when housing stability is at risk.
  • Connect clients to supportive services (healthcare, mental health, substance use treatment, employment assistance, financial literacy, etc.) to promote housing stability.
  • Monitor and follow up with clients after housing placement to ensure retention and address challenges proactively.
  • Enter case notes and service data into HMIS (Homeless Management Information System) and other required reporting systems.
  • Represent the organization at housing coalition meetings, community forums, and partner agency meetings including participation in the Housing Authority TBRA and Butte Countywide Homelessness Continuum of Care (CoC) Chronic Homelessness sub-committee.
  • Ensure home visits and field activities are conducted with awareness of safety protocols and agency policies.
  • Provide services that are culturally competent, trauma-informed, and aligned with Housing First and harm reduction principles.
  • Perform other duties as assigned.

Qualifications

  • Bachelor's degree in social work, psychology, sociology, human services, public administration, or a related field preferred.
  • Equivalent combination of education and relevant work experience may be considered.
  • 1–3 years' experience in case management, housing navigation, or related social services work.
  • Experience in homeless services, supportive housing, or shelter programs preferred.
  • Experience working with vulnerable populations (e.g., individuals experiencing homelessness, chronic illness, behavioral health needs, justice-involved individuals).
  • Valid California driver's license and reliable transportation required for field and home visits.
  • Familiarity with Homeless Management Information System (HMIS) or similar client tracking databases.
  • Trauma-informed care, Housing First, and harm reduction training strongly preferred.
  • CPR/First Aid certification preferred.
  • Valid California driver's license, reliable transportation, and ability to travel locally.
  • Ability to pass background check and meet agency clearance requirements.

Knowledge, Skills, and Abilities

  • Knowledge of HUD programs, CalAIM Community Supports (ECM/CS), and local housing resources preferred.
  • Resilience in working with challenging or crisis situations.
  • Strong knowledge of housing resources, landlord/tenant laws, and fair housing regulations.
  • Skilled in motivational interviewing, de-escalation, and crisis intervention techniques.
  • Ability to establish and maintain effective working relationships with clients, landlords, and community partners.
  • Excellent written and verbal communication skills; ability to document clearly and timely in HMIS and case files.
  • Strong organizational skills with ability to manage multiple priorities and meet deadlines.
  • Cultural competence and ability to work effectively with diverse populations.
  • Commitment to Housing First, trauma-informed care, and harm reduction principles.
  • Ability to work independently as well as part of a collaborative team.

Job Type: Full-time

Pay: $23.50 per hour
