CarbonRun is a fast-growing, venture-backed climate technology company developing river alkalinity enhancement (RAE) projects that improve watershed health while generating high-integrity, durable carbon dioxide removal.

We partner with communities, utilities, conservation groups, and governments to restore ecosystems and deliver measurable climate impact. CarbonRun has early commercial projects currently operating and under construction, alongside a pipeline of projects in active development and pre-development across Canada and globally, supported by committed offtakes and capital partners to enable execution and growth.

About the Role

CarbonRun is hiring its first regional leader in Québec, a key priority growth region, to develop and deliver our project portfolio in the province. You will own the identification, evaluation, and advancement of sites through land access, permitting, construction readiness, developing key partnerships and providing ongoing operational oversight.

Reporting to the Chief Business Officer and supported by our science, business and operations teams, you will act as CarbonRun's primary representative in Québec, building trusted, long-term relationships with landowners, communities, municipalities, regulators, and delivery partners.

This role is ideal for a self-directed, results-oriented builder who thrives on responsibility and relationship-building, and who enjoys working independently as part of a distributed, growth-focused team to set priorities, unblock challenges, and deliver measurable impact.

Key Responsibilities

Partnership Development and Stakeholder Leadership
(30%)

  • Map regional partners and influencers to support long-term project pipeline development across Québec.
  • Build and manage a network of partners including feedstock suppliers, municipalities, conservation organizations, industrial partners, river associations, watershed groups, and Indigenous communities.
  • Advise CarbonRun's executive team in identifying, engaging and managing local EPC and O&M providers.
  • Establish CarbonRun as a respected and transparent partner through consistent follow-up and community-sensitive engagement.

Land Procurement and Access Negotiation
(30%)

  • Identify and evaluate priority river sites suitable for RAE deployment.
  • Lead due diligence on land ownership, tenure, riparian rights, and infrastructure access.
  • Own land access strategy, outreach and negotiations with landowners, land stewards, and infrastructure operators.
  • Secure site access through leases, licenses, or other agreements that balance operational needs with environmental and community considerations.
  • Work closely with CarbonRun's legal team to draft, review, and finalize land access contracts in accordance with Québec regulations and industry norms.

Permitting and Regulatory Navigation
(20%)

  • Own the mapping and navigation of Québec's regulatory and permitting pathways for RAE projects, including environmental, municipal, and watercourse-related approvals.
  • Build constructive relationships with provincial and municipal regulators.
  • Drive permit applications forward in coordination with CarbonRun's science and operations teams.
  • Anticipate regulatory risks and develop mitigation strategies to keep projects on track.

EPC (Engineering, Procurement and Construction) and O&M (Operations and Management) Oversight
(20%)

  • Support CarbonRun's Project Manager through pre-construction and construction readiness phases, ensuring alignment across engineering, contractors, regulators, and landowners.
  • Identify and support coordination of engineering firms, contractors, hydro operators, and environmental consultants.
  • Facilitate on-site logistics planning, including access routes, staging areas, equipment placement, and safety requirements in collaboration with construction and operations teams.
  • Support commissioning activities, including site inspections, equipment verification, and coordination with technical teams to resolve field issues.
  • Serve as a regional liaison between CarbonRun and external partners during construction, ensuring strong communication, quick issue resolution, and smooth project execution.
  • Provide ongoing oversight of O&M providers to optimize project performance.

Qualifications

Required

  • 5-10 years of experience in project development, environmental consulting, or land/resource projects in Québec (e.g. hydro, renewable energy, transmission, mining, forestry, or related fields).
  • Experience negotiating land access agreements (leases, licenses, MOUs, easements).
  • Strong working knowledge of Québec's regulatory landscape and experience contributing to permitting approvals.
  • Demonstrated ability to engage and build trust with diverse stakeholders.
  • Fluency in French and English.
  • Willingness to travel frequently within Québec.
