Position Title: Assistant Engineer I
Location: Los Angeles, CA, 90012
Duration: Up to 6 months
Work Schedule: 9/80 hybrid schedule (*_may be required to work in office 5days per week during training_ )* starting as early as 7:00am – 4:45pm with every other Friday off.

The candidate will work in a very busy, team-oriented environment. Responsibilities will provide support to PWSC for energy and cost analysis, address CAISO metering deficiencies, provide support and cross-training for NERC cybersecurity-related compliance requirements, and revenue enhancement efforts (see attached justification memo).
Candidate will prioritize work assignments, be detail-oriented and have strong communication skills, work collaboratively with coworkers, perform administrative duties, and demonstrate critical thinking skills. May execute mathematical, statistical, and other models or participate on a project team and may perform other related engineering job duties as required

Responsibilities for this position include, but are not limited to:

  • Learn and assist with planning, coordinating, conducting, and monitoring tests, studies, and investigations.
  • Learn and assist in preparing technical documents, reports, and presentations.
  • Learn and assist with technical analyses.
  • Learn and assist in preparing cost estimates and budgets.
  • Learn and assist with site inspections.
  • Learn and assist with maintaining official records, documents, and data.

Substructures

  • Learns to assess potential impacts to facilities from proposed projects.
  • Learns and assists with investigating facility issues.

Hydraulics

  • Learns and assists with the design and analysis of hydraulic facilities, structures, and conveyance and distribution systems; may utilize hydraulic modeling software.
  • Learns and assists with inundation studies for reservoirs and dams.
  • Learns and assists with the preparation and review of hydraulic plans and profiles, and emergency dewatering profiles of reservoirs, pipelines, and treatment plants.
  • Learns and assists in conducting flow tests.

Facility Planning

  • Learns to plan and assists with conducting feasibility studies for treatment, distribution, and conveyance facilities.
  • Learns to plan and assists with conducting facility vulnerability studies.

Design

  • Learns and assists with the preparation of engineering design criteria, calculations, plans, specifications, estimates, and reports for water treatment, conveyance, and distribution systems.
  • Learns and assists with performing investigations of existing facilities, structures, processes, and equipment to resolve performance, operation, or reliability issues.

Inspection

  • Learns and assists in inspecting and verifying that the contractor's work is in compliance with contract requirements.
  • Learns and assists in reviewing submittals, Requests For Information, preparing responses, and drafting Field Memorandums.
  • Learns and assists with reviewing contractor plans, procedures, schedules, and preparing independent cost estimates.
  • Learns and assists with factory acceptance testing, systems start-up, and coordinating warranty work. Learns and assists with performing forensic investigations of construction deficiencies.

Infrastructure

  • Learns and assists with conducting infrastructure reliability assessments for safety, code, and regulatory compliance.
  • Learns and assists with designing and implementing measures to prevent failure or rehabilitate assets.
  • Learns and assists with testing and monitoring of instrumentation programs.
  • Learns and assists with performing forensic investigations of materials and metallurgical issues.

SCADA

  • Learns and assists with preparing Automatic Process Control and/or Programmable Logic Controller software design and operational documents.
  • Learns and assists with developing Automatic Process Control and/or Programmable Logic Controller programs and simulation routines.
  • Learns and assists with providing SCADA system customer and infrastructure support.
  • Learns and assists with the integration of SCADA hardware and software.

Water Resources

  • Learns and assists in implementing water resources programs and projects.
  • Learns and assists in administering water resource contracts.
  • Learns and assists in conducting feasibility studies for treatment, distribution, and conveyance facilities.
  • Learns and assists in executing mathematical, statistical, hydraulic, and water resource models.

Water Quality

  • Learns and assists in monitoring, evaluating, and responding to water quality-related legislative initiatives, regulatory issues, and policies. Develops plans and procedures to address legislative and regulatory requirements.
  • Learns and assists in reviewing and making recommendations on proposals, projects, and programs that may have an impact on water quality.
  • Learns and assists in developing and directing test plans for bench pilot and full-scale water quality testing.
  • Learns and assists in analyzing and interpreting data to develop water treatment process design criteria.
  • Learns and assists in analyzing and interpreting data to optimize water quality performance and maintain compliance with drinking water quality regulations.
  • Learns and assists in analyzing and interpreting conditions that may adversely impact watershed and source water quality.
  • Learns and assists in reviewing and analyzing water quality data, and assists in providing recommendations to ensure compliance with all drinking water quality regulations

Operations support

  • Learns and assists in assessing maintenance and testing methods and impacts on operations and maintenance to improve efficiency and reliability.
  • Learns and assists in implementing, maintaining, and learns to develop analytical tools for the analysis and solution of engineering problems.
  • Learns and assists in analyzing equipment functions, evaluating potential failure modes and system impacts
  • learns to make recommendations. Learns and assists in compliance with project and customer requirements.
  • Learns and assists with field engineering tests and activities in connection with maintenance, inspection, and operations.

Environmental

  • Learns and assists in preparing environmental, health, and safety plans for regulatory compliance.
  • Learns and assists in analyzing new and proposed regulations and legislation. Learns and assists in the development of policies, procedures, and training materials.
  • Learns and assists in planning, coordinating, and conducting environmental, health, and safety audits. Learns to develop mitigating or corrective actions.
  • Learns and assists in evaluating, applying for, modifying, and maintaining environmental permits; learns to negotiate permits.

To be considered for this position, you should have: (Skills, Education, or Experience)

  • Bachelor's degree from an accredited college or university in a related field by the hiring date.
  • Candidate to have Knowledge of electrical engineering, computer science, and/or cybersecurity. This is an individual contributor position and will not have supervisory responsibilities .
  • GENERAL REQUIRED KNOWLEDGE OF: Engineering principles and practices in a specific discipline, and current office technology and equipment.
  • GENERAL REQUIRED SKILLS AND ABILITIES to : Analyze and interpret data; organize; problem solve; prioritize and multi-task; communicate clearly and concisely, both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work independently and in a team environment; and operate current office equipment, including computers and supporting applications.
  • Personable, Team Player, Flexible, Multitasking, and handles pressure well.
  • Detail-oriented, Organized, Strong Written and Verbal Communication skills are a must.

Pay: $ $53.00 per hour
