Position Summary
The Human Resources Manager – Maryland Operations is responsible for overseeing all human resources functions across the company's Maryland retail, cultivation, and production facilities. Reporting directly to Maryland Operations Management, this position works closely with the Corporate HR Hub to ensure consistent policy application, compliance, and employee relations practices across all departments. This role functions as both a strategic partner and a hands-on leader, managing key areas such as recruitment, employee relations, performance management, training, and compliance. The HR Manager is expected to foster a positive, professional work culture grounded in company values while ensuring full compliance with Maryland labor laws and cannabis regulations.
Job Responsibilities
The HR Manager oversees all aspects of recruitment and staffing by managing the full-cycle hiring process for Maryland retail, production, and cultivation positions. This includes partnering with department heads to determine staffing needs, developing proactive recruitment strategies, ensuring hiring practices meet regulatory requirements, conducting interviews, coordinating onboarding with Corporate HR, and maintaining accurate personnel documentation for compliance.
Employee relations are a core component of this position. The HR Manager serves as the primary point of contact for all Maryland-based employees and leaders, responding promptly and professionally to questions, concerns, and workplace conflicts. The role conducts employee investigations when needed, coaches managers on communication and documentation standards, and promotes employee engagement through ongoing support and recognition efforts. Exit interviews are completed regularly to provide leadership with insight into retention challenges and opportunities.
In overseeing performance management, the HR Manager ensures the completion of performance reviews within required timelines and supports leadership in delivering constructive feedback, improvement plans, and progressive discipline. The HR Manager monitors adherence to company standards, collaborates with Corporate HR on corrective action decisions, and assists the Maryland leadership team in strengthening accountability and team development.
Training and development responsibilities include coordinating onboarding programs, ensuring mandatory compliance and industry training is completed, identifying gaps in knowledge or performance, and recommending training initiatives to support employee growth. The HR Manager helps maintain an environment that supports leadership development and continuous learning while ensuring training records remain compliant with regulatory requirements.
Policy administration and compliance play a significant role in this position. The HR Manager is responsible for implementing and reinforcing company policies across Maryland locations, ensuring full compliance with employment laws and Maryland Cannabis Administration (MCA) regulations. The role conducts periodic internal audits related to timekeeping, documentation, and employee files; communicates updates from the Corporate HR Hub; participates in investigations or inspections; and recommends policy improvements as needed to maintain operational compliance and efficiency.
As part of the Maryland Operations leadership team, the HR Manager provides strategic HR guidance on workforce planning, staffing trends, and employee engagement efforts. This includes collaborating with Corporate HR to align culture and standards across all regions, leveraging HR metrics to identify workforce needs, supporting retention strategies, and offering insight into performance optimization. The HR Manager represents HR in leadership meetings and advises on sensitive or complex employee issues to ensure consistent and equitable resolution practices.
QualificationsCompetencies
Candidates for this role should hold a bachelor's degree in Human Resources, Business Administration, or a related field, with a master's degree preferred. A minimum of five years of progressive HR experience is required, ideally in a regulated or multi-site environment such as cannabis, healthcare, or manufacturing. Strong knowledge of Maryland employment law, HR compliance, and cannabis industry regulations is essential. The ideal candidate will demonstrate proven success in employee relations, coaching, and policy enforcement, along with exceptional communication, organizational, and interpersonal skills. The ability to work independently while upholding Corporate HR standards is critical. Proficiency with HRIS systems and Microsoft Office is required, and professional certifications such as PHR, SPHR, SHRM-CP, or SHRM-SCP are strongly preferred. A high level of integrity, professionalism, and discretion when handling sensitive information is expected.
