Neuse Telecom is a growing minority-owned low-voltage contractor serving NC, SC, GA, VA, OH, IN, TX, AZ, and surrounding regions. We specialize in Data Centers, Structured Cabling, Fiber Optics (ISP/OSP), Division 27 Communications, and Division 28 Electronic Safety & Security Systems.

Role Description

We are seeking a detail-driven Estimator with strong knowledge of Division 27 (Communications) and Division 28 (Electronic Safety & Security). This role works closely with the Lead Estimator and the estimating team to produce accurate takeoffs, competitive pricing, and complete bid submissions.

The Estimator will also be responsible for creating proposal packages, including scopes, assumptions, exclusions, and supporting documentation.

Key Responsibilities

Preconstruction & Estimating

Review and analyze
all project documentation
, including:

  • Specifications (Div 27 & 28)
  • Project manuals
  • Drawings, floor plans, and riser diagrams
  • Addenda, RFIs, and narratives
  • Schedules and phasing requirements

Perform accurate takeoffs for:

  • Structured cabling (CAT6/CAT6A)
  • ISP/OSP fiber optic systems
  • Cable pathways and tray
  • Wireless/WAP layouts
  • CCTV systems
  • Access control systems
  • Intrusion detection systems
  • Develop detailed Bills of Materials (BOMs) for all systems: racks, cabinets, panels, hardware, security equipment, fiber assemblies, etc.

Build
complete proposal packages
, including:

  • Scope of work
  • Labor and material estimates
  • Assumptions and clarifications
  • Exclusions
  • Value engineering options
  • Executive summaries when needed
  • Coordinate with the
    Lead Estimator
    for consistency, strategy, and quality checks.

Technical & Operational

  • Apply
    BICSI
    ,
    TIA
    , and CSI
    Division 27/28
    standards in estimating.
  • Validate labor productivity and installation methods based on scope and site conditions.
  • Coordinate with vendors for material and equipment pricing.
  • Maintain and contribute to estimating databases, templates, and pricing libraries.

Sales & Client Support

  • Develop
    professional, complete proposals
    that match client requirements.
  • Participate in pre-bid meetings, site walks, and RFI discussions.
  • Support the
    estimating team
    with cost summaries, bid reviews, and proposal assembly.
  • Provide clear handoff documentation for awarded projects.

Required Qualifications

  • 2+ years estimating experience in
    Division 27 and/or Division 28
    (preferred).
  • Strong technical knowledge of structured cabling, fiber optics, pathways, and network room buildouts.
  • Understanding of access control, CCTV, and security system components.
  • Ability to read and interpret drawings, riser diagrams, and specifications.
  • Proficiency in Excel, Bluebeam, and estimating tools.
  • Highly organized, detail-oriented, and analytical.
  • Strong written and verbal communication skills.
  • Procore Certification

Preferred Qualifications

  • Experience with
    mission-critical/data center
    environments.
  • Procore Certification (Estimator)
    (or willingness to obtain within the first 90 days).
  • BICSI Installer/Technician or RCDD (a plus).
  • Experience using BuildingConnected or similar platforms.
