Summary/Objective: Summary/Objective:
Under general supervision, develops, processes, approves, and oversees legal contracts and compliance within the guidelines. Monitors performance of assigned contracts.

- Participates in the contract development process (including renewals, agreements)
- Reviews and analyzes contracts to ensure compliance with state and federal laws and regulations.
- Receipting of invoices related to certain program areas.
- Effectively communicates purchasing policies and procedures to all personnel and interpret said policies and procedures as necessary. Provides guidance and assistance to end users, as required.
- Maintains complete and current purchasing and contract records. Assists in the preparation and issuance of various internal monthly and annual reports.
- Develops and applies professional knowledge of procurement to include the Georgia Procurement Manual (GPM) and related rules and regulations.
- Updates job knowledge by participating in educational opportunities and appropriate training.
- Assists with contract termination procedures.
- Presents factual information; composes memoranda, minutes and reports; and drafts contract provisions and supporting documents.
- Assigns work in terms of objectives, priorities and deadlines and provide additional assistance with new or unusual assignments.
- Plans and carries out recurring work using established procedures, conferring with the supervisor or higher-level specialists as necessary on technical problems.
- Adds appropriate procurement and contracting documents to PeopleSoft system for storage and tracking.
- Capable of performing other data entry and contract management duties as assigned.

Preferred Education And Experience
Preference will be given to applicants who, in addition to meeting the required education and experience, possess one or more of the following:
- Bachelor's degree in a business-related field of study from an approved accredited college or university.
- Additional years of experience in contracts development, monitoring, budgets and/or oversight.
- Experience drafting, coordinating and developing state government solicitations (e.g., Requests for Proposals, Requests for Quotations, Requests for Qualified Contracts, and other solicitation vehicles, etc.)
- Proficiency and experience using PeopleSoft Purchasing/Financials module, eProcurement/Team Georgia Procurement, Supplier Contracts and Strategic Sourcing through the Georgia Department of Administrative Services.
- Georgia Certified Purchasing Associate or Georgia Certified Purchasing Manager Certification and/or one or more courses.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers and smartphones.
Physical Demands
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Working Conditions
Incumbents working in this job perform duties in an office setting. This is a 40-hour workweek requirement. The position may involve managing a high-volume workload and demands a high level of accuracy while working with deadlines. Regular attendance is an important part of being successful in this position. Reasonable accommodations can be made available to qualified individuals upon request.
Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. This position occasionally requires long hours and weekend work.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.
