Housing & Community Development Construction Specialist

SUMMARY

This position provides technical support, planning, coordination, and inspection services for construction and renovation projects funded by the Lancaster County Housing and Redevelopment Authorities. The role ensures compliance with local, state, and federal building codes, housing quality standards, and safety regulations through comprehensive field inspections and project monitoring.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Inspection & Compliance

• Conduct field inspections of residential and commercial structures to ensure compliance with Pennsylvania UCC Building Code and HUD Housing Quality Standards
• Inspect privately owned dwellings under the Rental Assistance Program for compliance with agency regulations and property maintenance codes
• Perform lead-based paint and radon inspections, risk assessments, and clearance inspections in accordance with HUD, EPA, OSHA, and CDC guidelines
• Schedule and perform initial inspections to identify deficiencies in mechanical systems, structural integrity, weatherization, and general housing conditions
• Maintain detailed records of all inspection results in the County database system

Project Management & Oversight

• Review plans, drawings, specifications, contractor bids, and proposals
• Monitor construction activities through on-site visits and progress inspections
• Schedule and attend pre-bid, pre-construction, and construction monitoring meetings
• Coordinate with agency staff, architects, engineers, contractors, and community officials
• Ensure contractors secure appropriate permits, approvals, inspection certificates, and construction-related documents
