Description
Under direct supervision, performs various unskilled, semi-skilled, limited skilled, and manual work in the maintenance and operation of park and recreation facilities, buildings, grounds, facilities, streetscape, utilities, landscape, and related duties as required, and occasionally other duties as assigned.

The city is seeking a Public Works Maintenance Technician 1 to focus on locating city utilities. This role involves performing technical locating and marking underground City utilities including, water, storm, and sewer lines within the public right-of-way and easements. The position requires using a variety of tools such as utility maps, as-built plans, blueprints, sketches, construction plans, GIS systems, and other computer mapping aides. This is a full time, limited-term position for two years, offering a comprehensive benefits package.

Essential Functions

  • Mows and maintains park, open space areas such as playgrounds, basketball courts, passive and active parkland, baseball and soccer fields; roadway/right of way landscape areas or streetscape areas, mows and weeds; cleans and maintains tennis courts and nets; maintains sprinkler systems and assists in the repair and installation of sprinkler lines and heads.
  • Conducts synthetic field maintenance. Activities include trash removal, sweeping, dragging, adding and replacing crumb rubber, and meeting other synthetic turf needs. Coordinates field turf surface repairs as necessary.
  • Drags ball fields; lines fields for games. Prepares and maintains dirt infield surfacing as well as grass outfields. Repairs fencing, bleachers, and other items related to the ballfield.
  • Inspects, washes, and performs routine maintenance of park drinking fountains and restrooms. Sweeps, washes, paints, and repairs or replaces park tables and slabs.
  • Performs minor semi-skilled interior building maintenance such as painting, plumbing, carpentry, and other unskilled and semi-skilled trades.
  • Performs routine maintenance on lawn and power equipment.
  • Plants lawns, trees, shrubs, and flowers.
  • Carries out the seeding, fertilizing, top dressing, soil conditioning, watering, pest and weed control of the City's parks, open spaces, streetscapes, and all general landscaping. Maintains and adjusts specialized turf care equipment and tools, including electric motors, pumps, sprinklers, tractors, mowers, and irrigation systems.
  • Operates tractors, mowers, jack hammers, steam cleaners, buffers, washers, and other listed equipment as needed.

Maintenance Tech I – Public Works

  • Maintains current skills and knowledge in the proper and safe building and grounds maintenance techniques.
  • Collects and disposes of solid waste from buildings and grounds; picks up litter from premises. Opens and closes, locks and unlocks facilities as needed.
  • Assists in setting up and taking down equipment for various park and recreation programs and prepares facilities for park and recreation program use.
  • Assists in constructing new park facilities, including clearing, grading, drainage, and foundation work.
  • Participates in snow/ice removal for parks, building access, sidewalks, trails, and other areas as necessary.
  • Keeps records of work completed.
  • Other duties as assigned.

Knowledge, Skills, And Abilities

  • Working knowledge includes operating and maintaining small equipment normally found in grounds maintenance.
  • Knowledge of the maintenance, repair, and manual tasks of the area assigned.
  • Knowledge of traffic safety principles.
  • Knowledge of basic mechanical and electrical equipment maintenance procedures.
  • Ability and skill to drive and operate mobile equipment in a safe and proper manner.
  • Knowledge of operation and maintenance of assigned equipment and machinery.
  • Knowledge of utility markings and clearances and rules for safe equipment operation in close proximity to underground and overhead utility facilities.
  • Knowledge of construction industry safety rules and ability to utilize all Personal Protective Equipment necessary.
  • Ability to operate assigned machinery and equipment skillfully and safely in close proximity to vehicular traffic, grade and alignment stakes, slopes, trucks, other construction equipment, laborers, and utilities.
  • Ability to safely load, unload, and transport equipment to and from job sites.
  • Ability to understand and follow oral and written instructions.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and Federal, State, and local regulations.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to prepare and maintain accurate and concise records and reports consistent with the position.
  • Ability to communicate clearly, concisely, and effectively in English with staff, administration, and the public in both written and verbal form; Bilingual skills are a plus.
  • Ability to define problems, exercise sound judgment, and address a variety of situations.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Ability to maintain professionalism at all times.

  • Ability to work the position's allocated hours and flexible hours, including evenings, nights, weekends, and holidays due to adverse weather conditions, construction projects, or other emergency services.
  • HS Diploma or equivalent.
  • Valid Washington Driver's License.
  • Clean driving record.
  • Up to three (3) years' experience in public works operations or a similar field.
