What You'll Be Doing
The
Workforce Development Manager
provides
strategic
and
operational leadership
for workforce development programs funded through designated grant initiatives. This role is responsible for ensuring effective service delivery, strong performance outcomes, and full compliance with all applicable
grant,
contract
, and
regulatory requirements.
The
Workforce Development Manager
works closely with internal teams, external partners, and
community stakeholders
to support program goals and advance workforce initiatives.

This position oversees day-to-day operations for
assigned grants
and programs by setting operational priorities, monitoring performance, and
driving continuous improvement.
The
Workforce Development Manager
analyzes key performance data, addresses operational challenges, and implements process improvements to ensure programs meet dynamic performance targets. In addition, this role serves as the
One-Stop System Manager
and, under the leadership of the Executive Director, is responsible for the effective operation of the
CAWD Career Center System.
Essential Responsibilities

  • Provide daily operational leadership for assigned workforce development grants and programs
  • Monitor program performance, service delivery, and outcomes to ensure compliance with funding requirements
  • Analyze performance data and key indicators to identify trends, risks, and improvement opportunities
  • Collaborate with internal teams and external partners to support coordinated service delivery
  • Oversee staff activities, provide guidance and coaching, and support performance management efforts
  • Ensure compliance with federal, state, and local workforce regulations and policies
  • Support budget oversight, resource allocation, and financial performance for assigned programs
  • Identify operational gaps and implement process improvements to enhance efficiency and service quality
  • Ensure consistent, high-quality service delivery across the Career Center System

Capital Area Workforce Development is a public-private partnership that focuses on economic development by ensuring the local workforce has the skills, training and education to meet the needs of local employers. The board oversees workforce solutions in Chatham, Lee, Johnston, Orange, and Wake counties designed to serve businesses and individuals of all ages. We believe in economic development through workforce excellence.

Required
The Basics (Required Education and Experience)

  • Bachelor's degree in Public Administration, Business Administration, Economic Development or related field
  • Four years of experience in workforce development, community development, business development or related field
  • Equivalent education and experience are accepted
  • Please include ALL prior work experience on your application and resume.

Beyond the Basics (Preferred Education and Experience)

  • Strong team leadership or supervisory experience
  • Federal grant oversight and management experience (ideally Workforce Innovation and Opportunity Act (WIOA))
  • Process development leadership
  • Demonstrated experience with multi-county oversight responsibilities
