Position Description

Project Management Spec II:

Performs project management specialist work for Department projects. Work includes coordinating the development, implementation, maintenance, and support of the Critical Path Method (CPM) for Department projects, and providing support for resource leveling, priority development, project analysis, reporting, and training. Works directly with the project manager to help define the project's goals and objectives. Work requires extensive contact with department staff, governmental agencies, and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Project Management Spec III:

Performs project management specialist work for Department projects. Work includes coordinating the development, implementation,
maintenance, and support of the Critical Path Method (CPM) for Department projects, and providing support for resource leveling,
priority development, project analysis, reporting, and training. Works directly with the project manager to help define the
project's goals and objectives. Work requires extensive contact with department staff, governmental agencies, and private
entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the
supervisor.

Essential Duties:

Project Management Spec II:

  • Assists in developing and supporting Standard Operating Procedures for developing, maintaining, and archiving project schedules in accordance with document retention policies.
  • Assists in the development, publishing and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects.
  • Coordinates Requests for Proposals submitted by interested contractors for each job within the project.
  • Develops and presents budget/cost summaries to the project managers and other employers.
  • Plans, develops, maintains, and makes recommendations concerning detailed project schedules and facilitates on-time completion of projects with the optimal level of resources available.
  • Supports the project management team and aides with the maintenance of timely and effective change management processes, procedures, and systems.
  • Monitors and reviews the work of others to ensure project plans and schedules include the entire scope of work, management requirements, schedule hierarchy, division of responsibility, schedule review and approval requirements.
  • Reviews project activities for compliance with procedures and standards; ensures adherence to recommended best practices and quality standards utilizing the Critical Path Method (CPM).
  • Coordinates with others to develop, monitor and update integrated project plans and schedules to ensure projects are executed in the most efficient manner possible.
  • Performs other job responsibilities as assigned.

Project Management Spec III:

Includes all essential duties listed for Project Management Spec II as well as:

  • Develops and supports Standard Operating Procedures for developing, maintaining, and archiving project schedules.
  • Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
  • Oversees the planning, development and maintenance of detailed project schedules and facilitates on-time completion of projects with the optimal level of resources available
  • Conducts and makes recommendations concerning project audits, manages project schedules, analyzes progress reported against the work schedules and recommends actions to improve progress.
  • Updates, evaluates, and makes recommendations concerning the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project.
  • Oversees the scheduling of all activities associated with assigned projects to produce an integrated critical path schedule, updates as required, and reports potential problems and/or problem areas.
  • Oversees the change management process by evaluating the reason for the change to the project schedule and budget, processing the Change Order request, and revising the project schedule and estimate baselines.
  • Assesses and reports actual project progress versus planned progress to determine trends and variances.

  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Project Management Spec II:

Education: Bachelor's degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 2 years project management or development, construction/engineering support, or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • For Galveston Ferry Operations: Must have or obtain a Transportation Worker Identification Credential (TWIC) within 90 days of hire.

Project Management Spec III:

Education: Bachelor's degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 4 years project management or development, construction/engineering support, or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • For Galveston Ferry Operations: Must have or obtain a Transportation Worker Identification Credential (TWIC) within 90 days of hire.

Physical Requirements and Working Conditions:

Project Management Spec II and III:

  • Subject to noise
  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Standing - prolonged periods of time
  • Talking - expressing or exchanging ideas by spoken words
  • Hearing - perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity - determine work quality/make general observations of facilities/structures
