Description

The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six Divisions, Division of Regulated Child Care, Division of Health Care, Division of Telehealth Services, Division of KY Health Information Exchange, Certificate of Need, and Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet. Responsibilities include but are not limited to the following:

  • Provides expert assistance in the analysis of federal and state laws and regulations to determine the impact on agency programs.
  • Develop, revise, and implement operational policies and procedures for defining program effectiveness.
  • Responds to complex inquiries requiring in-depth research of program policy.
  • Drafts and updates DRCC policies and procedures defining program effectiveness.
  • Identifies and analyzes major policy issues that require resolution.
  • Recommends updates and proposes new regulations for DRCC.
  • Identifies changes needed to program regulations as the result of changes in federal or state statutes.
  • Responds to complex inquiries from clients, departmental staff, and other agencies to provide expert technical assistance in the interpretation of policies and procedures.
  • Oversees surveyor regulation email box, answering questions submitted by surveyors statewide; writing responses rooted in policy, procedures, regulations, and statutes.
  • Writes instructional material, develops forms, and maintains policy and procedural manuals for the Child Care Enforcement Branches and Child Caring or Child Placing branches on Child Care programs.
  • Ensures all updates to the DRCC website are grounded in regulation and statutes and recommends changes as needed.
  • Coordinates the progress of special projects, including but not limited to Intergenerational Child Care, Campaign for Child Care, CHFS Equity, and Exempt Child Care.
  • Conducts in-depth research of issues in response to inquiries and assists in preparing expert oral or written responses on policy, procedures, statutes, and regulations.
  • Performs other duties as assigned.

Skills and Expectations include but are not limited to the following:

  • Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in diverse settings.
  • Ability to be flexible with work schedules, work assignments, and overtime needs.
  • At least 3 years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
  • Prefer experience interpreting policies, procedures, statutes, and regulations.
  • Excellent writing and speaking skills.
  • Proficiency with use of computers, tablets, smart phones for daily tasks.
  • Experience with researching policy, procedures, statute, and regulations.
  • Child Care knowledge and/or experience preferred.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in public or business administration, political science, statistics, policy analysis, economics, or a related field.
