Under the supervision of the Water Pollution Control Authority Bureau Chief or designee, implements the City of Stamford Fats, Oils and Grease (FOG) Abatement Program, performs technical investigations, surveys and inspectional work pertaining to the fats, oil and grease (FOG) program; Performs inspection of food preparation establishments (FPEs) and assists in enforcing the City of Stamford's FOG Ordinance and General Permit compliance. Conducts extensive plan reviews for the development of new food service establishments, the renovation of existing food service establishments and super structures related to any sanitary wastewater discharge; performs other duties as assigned.
EXAMPLES OF DUTIESAssists with establishing guidelines for the City of Stamford FOG Program; makes recommendations for policy and procedure changes as needed.
Implements policies and procedures for the FOG Program.
- Supervises and performs inspections of FPEs for compliance with the CT State DEEP General Permit for the Discharge of Wastewater Associated with Food Preparation Establishments.
- Responsible for ensuring prepared reports and files are maintained relating to investigations and violations.
- Advises supervisors of issues and/or problems related to inspection; performs required follow-up activities.
- Meets with appropriate City personnel to resolve FOG issues; suggests corrective actions as needed.
- Assists FPE's with the development of required procedures, recording keeping and documentation to resolve compliance issues.
- Develops and conducts FOG educational material and programs for residents and businesses.
- Conducts extensive plan reviews for the development of new food service establishments and superstructures related to sanitary wastewater.
- Approves and issues discharge permit as a result of compliance with State and Local Regulations.
Provides plan review consultation for developers, architects and design engineers as needed.
- Responds to public requests for Permits and FOG information and/or assistance.
- Inspects permittees, as required, for compliance activities associated with various General Permits related to wastewater discharges.
- Documents related inspection findings; informs others as required.
Working knowledge of CT-DEEP FOG Programs.
Ability to enforce compliance/regulations with firmness and tact.
- Familiarity with wastewater treatment and collection systems.
- Ability to develop and conduct a variety of educational programs for audiences of diverse backgrounds.
- Ability to read, analyze, and interpret construction plans, engineering and architectural drawings and specifications related to the FOG Abatement Program.
- Ability to prepare for and conduct inspections and compliance actions relating to assigned areas of responsibility.
- Ability to effectively assist individuals to achieve permit compliance.
- Ability to effectively utilize a computerized record keeping system for data and reports.
- Ability to professionally interact with the public, government agencies and city departments.
- Ability to manage time and work effectively with minimal direct supervision.
- Ability to communicate clearly both orally and in writing.
Graduation from an accredited college or university with a Bachelor's Degree in a natural biological, physical, environmental or engineering sciences and at least three (3) years of experience in regulatory inspection and/or compliance OR an equivalent combination of education and experience.
SPECIAL REQUIREMENTS: At time of application, possession of a valid motor vehicle operator's license. License must be in good standing throughout employment.
SCOPE OF EXAMINATIONS: Candidates will be evaluated based on the information submitted in their application, and any required supplemental materials.
