Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto's subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Capital Projects Group (CPG) Rapid Transit (RT) Program Delivery Group, is looking for a Manager to provide comprehensive program management services associated with the delivery of the RT program. This position will manage RT Transit Oriented Community (TOC) projects and their interface with subway and LRT infrastructure and support the interface with key external stakeholders and partners such as the TTC. This position reports to the Senior Project Manager, Rapid Transit Program Delivery.

What will I be doing?

  • Build collaborative relationships with stakeholders and partners and gain trust with them to foster good relations, gain support, develop resources, drive results, realize project outcomes, manage conflicts, and represent the needs of the RT Program. 
  • Apply a program lens to project level issues to improve the way we delivery RT projects.
  • Work directly with key external partners such as the TTC to deliver agreements, manage service disruptions to existing TTC services, and resolve other technical issues to support the projects and ensure consistency across the program. 
  • Find areas of improvement in the way Metrolinx conducts business and develop solutions that will standardize the way we deliver projects within the program; work with the project delivery teams and key stakeholders to develop and share lessons learned that can be effectively applied to other RT projects.
  • Manage multiple RT TOC projects throughout various stages including planning, design, construction, commissioning, and closeout.
  • Develop and monitor project budgets, schedules, and risks and issues for RT TOC projects.
  • Lead delivery of RT TOC technical contract documents/ Metrolinx Asset Protection Package (MAPP) and provide technical input into various commercial agreements between Metrolinx and developers. 
  • Collaborate with various Metrolinx stakeholders and RT project teams to ensure Metrolinx requirements are incorporated in the delivery of the RT TOC projects and existing Metrolinx assets are protected.
  • Lead RT TOC projects through Metrolinx's System Safety Review Panel stage gates, which includes developing hazard record logs, collecting supporting documents, coordinating with stakeholders, and presenting to the review panel.
  • Develop and deliver memos, reports and/or presentations defining plans, issues, status, and resolutions to appropriate levels of management.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering, Architecture, Planning, Business Administration, Public Administration, or a combination of education, training, and experience deemed equivalent.
  • Minimum eight (8) years of relevant experience.
  • Demonstrated experience within large, complex organizations, preferably managing complex change efforts, delivery of transit projects, and/or business process improvements.
  • Project management skills to provide leadership and oversight to staff and program teams within budget and schedule constraints.
  • Leadership skills, including interpersonal, presentation, negotiation, and consensus building; excellent communication skills: both written and verbal. 
  • Strong relationship management skills, ability to negotiate, consult with, facilitate, and liaise with stakeholders on sensitive or contentious issues. 
  • Analytical and problem-solving skills to manages complex project issues and risks and facilitate effective resolution. 
  • Professional Engineer Ontario (P.Eng.), Registered Architect (OAA), Planning (RPP), or Project Management Professional (PMP) designation is considered an asset.
