Job Summary
The Administrative Assistant of the Engineering Department provides administrative and clerical support while also assisting with the planning and coordination of departmental activities. This role assists with funding and contracts for capital projects. Additional duties may be assigned as needed.
Education and Experience
· Associate's degree in Business, Public Administration, Accounting, Finance or related field with 2 years of experience in general office support work, which includes training or experience using a personal computer and standard word processing, spreadsheet, and database software applications.
Or
· High School Diploma or GED with 5 years of experience in general office support work, which includes training or experience using a personal computer and standard word processing, spreadsheet, and database software applications.
Preferred Experience
· Public agency financing, funding and contract administration
· Knowledge of construction administration
· Knowledge of public water supply and sanitary sewer regulations, requirements, state laws, grant and loan funding opportunities and general planning requirements
Essential Knowledge, Abilities and Skills,
· Ability to communicate clearly and concisely, both orally and in writing; with fellow employees and the public.
· Modern office practices and procedures.
· Pertinent Federal, State and local codes, laws and regulations and District policies and procedures.
· Effectively operate modern office equipment including computer equipment, calculator, other standard office equipment and Microsoft products/programs;
· Learn to proficiently utilize specialized software applications to support the work of the assigned organizational unit;
· Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Essential Functions of the Position
90%
· Answer phone calls, responds to emails, and meets with the public to provide information and answers to questions about the department and its polices & procedures.
· Prepares grant and loan applications with assistance of the engineers and administrator.
· Coordinates the administrative activities associated with the planning, design and construction of new projects.
· Works with agencies and consultants on project financing, including grant funding, bonds, credit enhancement and other public finance options.
· Assists the District's prevailing wage coordinator.
· Assures regulatory and agency compliance related to project funding.
· Acts as liaison with regulatory agencies.
· Prepares preliminary quotes for water and sewer tap fees.
· Prepares documents for Board and Committee meetings.
· Prepare, format, type, and proofread reports, contracts, forms, agendas and correspondence
· Process pay requests, purchase orders and requisitions.
· Establishes and maintains files, logs, indexes and record keeping systems

· Attend seminars and meetings to stay current with required practices.
· Other related functions and responsibilities as designated by the Engineer, President, and/or the Board of Trustees.
Job Location
Work is primarily performed in an office setting in the Engineering Department; may require occasional travel for the purpose of training and meetings.
Physical Requirements
The physical requirements of this position include sitting, standing, reading, talking, as in a general office setting. However, the employee must also be able to lift or move files/supplies weighing up to 10 pounds.

Pay: $45, $55,000.00 per year
