Job Description:
The SCADA/OT Project Manager oversees the planning, coordination, documentation, and execution of all SCADA maintenance, upgrades, cybersecurity activities, and integration tasks required under the USIBWC contract. This role ensures all PWS deliverables are met, manages communication with government stakeholders, leads technical coordination across SCADA, PLC, network, virtualization, and cybersecurity teams, and provides project governance aligned with federal requirements.
This role mandates that the contractor support SCADA project reviews, documentation, improvement recommendations, system redesigns, and recurring status meetings.
Qualifications:
Mandatory:
Experience managing SCADA/OT or ICS engineering projects
Experience preparing or reviewing:
Statements of Work (SOW)
Performance Work Statements (PWS)
SCADA/OT engineering designs
Bill of Materials (BOMs)
Experience supporting SCADA audits, reporting cycles, and system improvements
Ability to coordinate multiple technical teams (SCADA, PLC, network, VMware, cybersecurity)
Strong technical understanding of industrial automation, control systems, and systems integration
Experience briefing government CORs and technical leadership
Highly Desired:
Experience with Ignition, Rockwell, Cisco, VMware, and Windows-based SCADA environments
Familiarity with wastewater treatment operations and process control
Experience supporting High Value Asset (HVA) environments or critical infrastructure
Familiarity with federal cybersecurity frameworks (NIST SP 800-53,
Experience with scheduling, scope management, risk management, and quality control of OT systems
Operational Requirements:
Must manage and participate in **biweekly status meetings** per RPM Table requirements
Must ensure all documentation (network diagrams, inventories, as-builts) remains updated per **PWS §5(i)**
Must coordinate patch management activities and ensure compliance
Must support emergency response coordination to ensure 4-hour remote support and 72-hour onsite support are met
Must develop or review engineering recommendations for SCADA upgrades and system redesigns
Security Requirements:
Must be a **U.S. Citizen**
Must be eligible for Public Trust Tier-2 or Tier-4 depending on access level
Must comply with all CUI safeguarding requirements including **FIPS 140-2 encryption** (PWS §26)
Must participate in federal cybersecurity audit and inspection processes
Must ensure contractor team compliance with telecommunications prohibitions (FAR /25)
Preferred Qualifications:
PMP, CAPM, or equivalent project management certification
Experience working in federal contracting environments
Experience producing engineering analyses, change control documents, risk registers, and project plans
Experience coordinating SCADA modernization, legacy system migration, and multi-site OT deployments
Job Type: Full-time
Pay: $115, $160,000.00 per year
