Position Description: The ASAP case manager serves as a probation officer, providing intake, referral, and monitoring of ASAP probationers. The ASAP case manager provides periodic updates to the court on probationers as well as scheduling show cause hearings when probationers are non-compliant. Please see below for a list of responsibilities.

Responsibilities:

  • Serves as a probation officer for the Court and the program.

  • Reviews all available records such as the Department of Motor Vehicle Records, police and court reports, CCRE's, medical information, and other social history.

  • Conducts intake interviews with probationers to obtain pertinent information to be included in the case files as the background for classification

  • Explains Rockingham/Harrisonburg ASAP's rules, regulations, requirements, and policies to probationers.

  • Assigns probationers to appropriate levels intensive education or treatment classification.

  • Maintains confidential files in a well-organized manner.

  • Evaluates and supervises probationers' progress and participation during his/her involvement in the program.

  • Prepares and schedules show cause hearings at court when probationers are in non-compliance.

  • Adheres to case management standards as set forth in the Commission on VASAP Policy and Procedure Manual.

  • Appears in court on show cause hearing dates, reviews, or as required by a judge or the Director.

  • Conducts evaluations on habitual/multiple offenders and makes recommendations based on guidelines, approved by the VASAP Director's Association, to the court regarding license restoration.

  • Maintains a professional working relationship with the courts, attorneys, law enforcement officials, probationers, instructors, and counselors.

  • Identifies community resources for the benefit of Rockingham/Harrisonburg ASAP probationers.

  • Makes independent evaluations of probationers' situations and makes recommendations, if requested by the court, as to the disposition of assigned cases.

  • Administers breath tests and drug screens, including screening of social service clients.

  • Monitors ignition interlock as specified in the ignition interlock policies promulgated by the COVASAP.

  • Assists the Office Manager with the collection of fees.

  • Accurately enters probationer information into the COVASAP approved database in a regular and timely manner.

  • Logs all (face-to-face, phone, electronic, etc) contact with probationers in the notes section of the COVASAP approved database

  • Attends mandatory and other trainings, workshop, and seminars when instructed to do so by the Director.

  • Assists the Director with public information and education responsibilities (i.e., dissemination of public information materials, Juvenile Court Ceremonies, community speaking engagements, etc.)

Minimum Qualifications:

Bachelor's degree from an accredited college or university with a major in Criminal Justice, Psychology, Sociology, Social Work, or related field; training in interviewing techniques, knowledge of alcohol/other drugs and their effects on the human body; or any combination of education and /or experience that provides the required knowledge and skills necessary to the position.

Some knowledge of the philosophy, objectives, practices, and techniques of counseling as related to alcoholism/drug addiction, treatment, or rehabilitation; some knowledge of the criminal justice system; knowledge of interviewing techniques; some knowledge of the alcohol and drug laws of Virginia; some knowledge of case work methods; knowledge of the signs and symptoms of alcohol/drug abuse and dependence; ability to conduct interviews and investigations, analyzing attitudes and behavior problems objectively; ability to communicate ideas clearly and concisely, both orally and in writing; ability to establish and maintain professional relationships with coworkers, probationers, court personnel, and service providers; ability to work with minimum supervision; and ability to work in fast paced, high volume work setting.

Job Type: Full-time

Pay: $36, $39,000.00 per year
