The Job Description

General Statement of Duties
Performs difficult, skilled trades and administrative work supervising the care, maintenance and cleaning operations for all buildings and grounds, as well as directing employees engaged in the maintenance and repair of County buildings, grounds and other facilities.

Distinguishing Features of the Class
An employee in this class should have a good understanding in one or more specialized fields (HVAC, Electrical, or Plumbing). Work involves responsibility for multiple building sites and supervising the Maintenance Technicians assigned to the Department. Recruits, develops, coaches, counsels, evaluates employee performance and recommends disciplinary action as needed for subordinate staff; maintains a culture of safety for staff by ensuring that they are properly trained in accordance with safety rules and regulations. Work is performed under the general supervision of the Public Buildings Director and is evaluated through periodic discussions, observation of completed work and feedback from contractors and citizens.

Duties and Responsibilities
Essential Duties and Tasks

  • Inspects County buildings, grounds and facilities to determine maintenance and repair needs; sets schedules, makes daily assignments to crews and determines priorities.
  • Monitors the work of staff; reviews projects upon completion; hires and trains new staff; conducts performance evaluations.
  • Estimates costs for needed repairs and improvements.
  • Ensures that all applicable building codes are adhered to.
  • Maintains and repairs buildings, equipment, facilities, and structures within the county.
  • Inspects facilities for issues, schedules and/or performs preventive maintenance.
  • Develops a list of budgetary needs and provides input to the Director for annual budget planning including supplies, building and equipment maintenance and repair problems and projected cost; obtains cost estimates for repairs and purchases; purchases supplies, equipment etc. in accordance with County policies and procedures.
  • Manages all safety inspections and other routine safety criteria as issued by the County Safety & Security Department.

Additional Job Duties

  • Responds to emergency calls and participates in on call rotation.
  • Responsible for buildings, employee and county visitors' security and environmental safety, Also, opening and closing of buildings as needed.
  • Performs all other duties as assigned by supervisor, manager or director.
  • Be onsite and able to respond during State of Emergency and natural disaster events.

Recruitment and Selection Guidelines
Knowledge, Skills, and Abilities

  • Considerable knowledge of the principles and techniques of carpentry, plumbing, HVAC, electrical and landscaping trades.
  • Considerable knowledge of the methods, tools, and equipment used in building maintenance.
  • Ability to schedule and supervise the work of assigned staff.
  • Ability to communicate effectively in oral and written forms.
  • Ability to read and interpret schematics, building plans and other technical instructions.
  • Ability to safely use and maintains tools and power equipment.
  • Ability to utilize computer hardware and applicable software to prepare reports, schedules and other correspondence.
  • Have basic smart phone skills.
  • Ability to understand and follow oral and written instructions and to give clear oral and written instructions in a professional manner.
  • Ability to establish and maintain effective working relationships with contractors, coworkers, supervisors and citizens while maintaining a professional appearance.

Physical Requirements

  • Work requires the regular exertion of up to 20 pounds of force, frequent exertion of up to 40 pounds of force and occasional exertion of up to 100 pounds of force or more.
  • Clear vocal communication is required for expressing or exchanging ideas.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires visual inspection, using measuring devices, assembly or fabrication of parts within arms-length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
  • Work frequently requires working near moving mechanical parts and exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme heat (non-weather), exposure to the risk of electrical shock, exposure to vibration, exposure to blood-borne pathogens and may be required to wear specialized personal protective equipment and exposure to bodily fluids.

Desirable Education and Experience
Graduation from high school or equivalent with considerable experience in the construction, repair or renovation of buildings and buildings systems including electrical, plumbing, carpentry, and HVAC trades. Supervisory experience in facility maintenance and repair or related field; or an equivalent combination of education and experience.

Special Requirements
Possession of a valid North Carolina driver's license upon hire.
