This position is being recruited in anticipation of our organization's proposal submission for the Santa Rita Jail Chaplaincy Program.
Hiring is contingent upon award of the contract by Alameda County.
Job Title: Program / Chaplain Supervisor
Pay: $28 – $35 per hour
Schedule: Full-Time, 40 hours per week (on-site at least 4 days per week)
Location: Santa Rita Jail, Dublin CA
Position Summary
The Program / Chaplain Supervisor provides full oversight of all chaplaincy operations inside Santa Rita Jail. This role ensures the delivery of high-quality spiritual care, manages a multi-faith team of chaplains, oversees volunteer engagement, and maintains compliance with all Alameda County Sheriff's Office policies. The Supervisor is responsible for coordinating services across diverse religious traditions and ensuring consistent delivery of chaplaincy activities every day of the year.
Key Responsibilities
Program Leadership and Oversight
- Direct, supervise, and support daily operations of the multi-faith chaplaincy program.
- Develop and administer a comprehensive religious services schedule covering all required hours and faith groups.
- Ensure all chaplain services meet Title 15 standards and facility policy.
- Monitor program performance, identify gaps, and adjust services as needed.
- Ensure chaplains respond to spiritual requests, religious diet inquiries, and material requests within required timelines.
- Evaluate, approve, and oversee the distribution of religious materials, literature, and artifacts.
- Ensure all services are delivered in a trauma-informed, culturally competent manner.
Staff Management
- Supervise chaplains serving Protestant, Catholic, Muslim, and other faith groups.
- Provide coaching, mentoring, and performance evaluation for chaplain staff.
- Coordinate daily assignments, coverage, schedules, and shift adjustments.
- Ensure staff coverage during holidays, weekends, training days, and absences.
- Maintain compliance with minimum service-hour requirements for each position.
- Support chaplain participation in required ACSO training and orientation.
Coordination of Religious Services
- Oversee planning and facilitation of worship services, study groups, small groups, counseling sessions, and special events.
- Ensure services are available to all justice-involved individuals regardless of faith background.
- Review and coordinate annual and biannual observances such as Ramadan, Christmas, Easter, Eid, Holy Week, Passover, and other spiritual events.
- Work closely with ACSO staff on scheduling, space use, and security procedures.
- Ensure chaplains can safely and effectively navigate all housing units, including restrictive areas.
Volunteer Management
- Recruit, screen, train, and supervise religious volunteers from multiple faith backgrounds.
- Maintain an up-to-date volunteer roster with status, training history, and contact information.
- Ensure volunteers receive required orientation and facility-approved training.
- Support volunteers in delivering services such as lay counseling, one-on-one studies, worship support, and group teaching.
- Monitor volunteer activity to ensure compliance with ACSO guidelines.
Documentation, Reporting, and Compliance
- Prepare daily, monthly, and annual chaplaincy reports including service logs, staffing hours, calendars, and activity summaries.
- Maintain accurate records of religious services, requests, participation, and material distribution.
- Ensure timely submission of all required ACSO documentation.
- Oversee survey administration twice per year and prepare program improvement reports.
- Ensure compliance with all facility rules, religious program standards, and legal requirements.
On-Call and Emergency Response
- Participate in the 24/7 chaplain on-call rotation.
- Ensure an on-call chaplain is always available and able to arrive within two hours when required.
- Coordinate emergency notifications, urgent pastoral care, bereavement support, and crisis responses.
Collaboration and Communication
- Serve as the primary liaison to the Alameda County Sheriff's Office Reentry & Support Services team.
- Attend required meetings, including monthly program review meetings.
- Maintain professional communication with facility leadership, custody staff, and medical/mental health departments.
- Assist with death notifications, family communication when authorized, and special pastoral needs.
- Support constructive conflict resolution between chaplain staff and facility personnel.
Program Development
- Identify opportunities to expand religious services and enhance spiritual support for diverse faiths.
- Establish partnerships with local clergy, faith communities, and institutions to strengthen service delivery.
- Plan and coordinate special events including concerts, guest speakers, baptisms, and holiday observances.
- Ensure the chaplaincy program remains responsive to the spiritual needs of the jail population.
Facility and Resource Management
- Ensure proper care and use of chaplaincy office space, equipment, and supplies.
- Maintain inventory of religious materials and artifacts.
- Coordinate procurement of approved materials and supplies as needed.
Qualifications
- Minimum of five years of experience in chaplaincy, ministry, religious leadership, or correctional program supervision.
- Strong leadership, administrative, and organizational skills.
- Experience managing staff or volunteers.
- Ability to work effectively with diverse faith traditions and populations.
- Strong communication skills and ability to collaborate with law enforcement personnel.
- Ability to work in a secure correctional environment.
- Must pass the Alameda County Sheriff's Office background check and complete all required training.
