Independent Contractor Position Summary
This contracted role is responsible for providing case management services to support the treatment plan process for clients referred for services. The primary function of the Qualified Behavioral Health Specialist (QBHS) is to manage an assigned caseload and deliver Community Psychiatric Supportive Treatment (CPST) and Therapeutic Behavioral Services (TBS) based on medical necessity, clinical recommendations, and client needs, as defined by the agency's scope of work. Contractors operate with professional autonomy and are expected to fulfill agreed-upon deliverables in a timely and ethical manner.
Core Responsibilities of the Independent QBHS Contractor
- Maintain confidentiality of all records and information related to client treatment in accordance with HIPAA and applicable laws
- Demonstrate strong interpersonal skills and professionalism when working with clients, families, and agency staff
- Apply evidence-based approaches to behavioral interventions and case management practices
- Provide behavioral, case management, and skill-building interventions identified on each client's individualized service plan
- Become familiar with information in the client's record, including assessments and recommendations, to support goal alignment
- Refer clients to appropriate community and social service agencies as needed
- Respond appropriately to mental health emergency situations and follow crisis response protocols as outlined in contractor orientation
- Utilize and maintain proficiency in electronic documentation systems and submit required service documentation (e.g., BIRP notes) within 24 hours of service
- Meet agreed-upon productivity goals related to billable service delivery
- Participate in scheduled case consultations and optional interdisciplinary meetings, as applicable
- Maintain ongoing communication with the administrative team and respond to relevant electronic communications within 24 hours
- Maintain up-to-date knowledge of best practices through self-directed professional development
- Maintain organized and accurate client records in accordance with agency and regulatory expectations
- Participate in regular contractor check-ins and quality assurance reviews, if applicable
- Accept additional service assignments only as mutually agreed upon in writing
Contractor Qualifications
Education and Experience
- Minimum of a high school diploma or GED is required; bachelor's degree in a behavioral health or social services field preferred
- At least one (1) year of relevant experience in a mental health or social services setting is required
- A minimum of three (3) years of related experience is required to deliver TBS services
- Successful completion of Brighter Tomorrow Community Services contractor onboarding process
Background Clearance
Contractors must complete and clear the following before starting services:
- Bureau of Criminal Investigation (BCI) background check
- Federal Bureau of Investigation (FBI) background check
Essential Knowledge and Competencies
- Knowledge of serious mental illness, case management principles, and community-based service delivery
- Familiarity with client rights, HIPAA, and confidentiality requirements
- Ability to coordinate services with community providers and refer to appropriate supports
- Competence in using electronic health record systems, email, and standard documentation tools
- Ability to manage a caseload independently, meet deadlines, and maintain service quality
- Clear and professional written and verbal communication skills
- Commitment to ethical conduct in accordance with state and federal regulations
Physical and Operational Requirements
- Ability to work in community settings, including schools, client homes, or telehealth platforms
- May require prolonged periods of sitting, standing, walking, or driving
- Must be able to lift or transport up to 50 lbs occasionally
- Must have reliable transportation and maintain a valid driver's license and insurance
