Job Description:



The Windows Systems Administrator is responsible for administering, securing, patching, and supporting all Windows-based systems within the virtualized SCADA environment for the USIBWC. This includes management of Active Directory, DNS, DHCP, PKI, Group Policy, server hardening, and system monitoring. The administrator ensures availability and compliance of SCADA servers, domain controllers, historian servers, and Windows-based HMI and application servers.

This role fulfills mandates expertise in Windows Domain Services, DNS/DHCP configuration, PKI certificate management, and Group Policy administration critical to supporting SCADA system operations.

Qualifications:



Mandatory:

  • Extensive experience administering Microsoft Windows Server environments

  • Strong proficiency with:

  • Active Directory Domain Services (AD DS)

  • DNS, DHCP, Group Policy (GPO)

  • PKI certificate enrollment and management

  • Experience hardening Windows systems in accordance with federal or security best practices

  • Ability to apply patches, updates, and security configurations supporting the SCADA mission

  • Experience troubleshooting Windows-based services that impact SCADA applications

Highly Desired:

  • Experience with Windows servers running in VMware ESXi environments

  • Familiarity with NIST SP ICS guidance and secure Windows configuration practices

  • Experience supporting application servers for Ignition, FactoryTalk, SQL databases, or OPC-UA middleware

  • Experience integrating Windows authentication with SCADA platforms

  • Knowledge of Windows Failover Clustering, RDP management, and system monitoring tools

Operational Requirements:

  • Must meet patching requirements including applying critical vulnerabilities within 14 days

  • Must support documentation maintenance

  • Must assist with SCADA troubleshooting tasks where Windows servers impact system functionality

  • Must provide remote support and participate in emergency response (4-hour remote and 72-hour on-site requirements)

Security Requirements:

  • Must be a **U.S. Citizen**

  • Must be eligible for Tier-2 or Tier-4 Public Trust if performing admin-level actions

  • Must comply with Controlled Unclassified Information (CUI) security requirements, including **FIPS 140-2** validated encryption

  • Must support federal cybersecurity audits, vulnerability scans, and system review activities

Preferred Qualifications:

  • Experience supporting SCADA or wastewater treatment plant control environments

  • Experience working in DHS High Value Asset (HVA) systems

  • Experience assisting in RMF documentation, STIG/SRG compliance, and configuration baseline management

Job Type: Full-time

Pay: $95, $135,000.00 per year
